Payroll Manager

FUNCTIONS

Performs key professional and supervisory payroll functions. Responding to inquires from staff in the department and in other divisions.

MINIMUM QUALIFICATIONS

Four year college degree with major in business or accounting. Three to five years experience with ADP on-line payroll system. Strong supervision skills. The ability to communicate effectively orally and in writing is essential. Knowledge of Excel and Word for Windows required.


PRINCIPAL RESPONSIBILITIES

1. Supervise payroll staff.
2. Process bi-weekly and monthly payrolls, and all related payroll deductions.
3. Manages complete and accessible payroll records and files on all employees.
4. Recommends and implements policies and procedures.
5. Prepare journal entries for retroactive salary adjustments.
6. Provides consultation to divisions and research and respond to Governmental Agencies inquires.
7. Work closely with auditors both for year end and periodic program audits
8. Supervise the distribution of benefit information and A-133 time and effort reporting.
9. Reconcile payroll withholding with general ledger.

1. Staff is provided with proper supervision to meet department objectives.
2. Bi-weekly and monthly payrolls are accurate and payroll information is reported timely.
3. Compliance requirements are improved.
4. Payroll procedure manual is current.
5. Monthly financial statements are accurate.
6. Divisions and external agencies are properly supported.
7. Audit process is facilitated.
8. Accurate benefit and A-133 information is maintained.
9. Accurate information is reported to general ledger.
