Policy Associate

Altarum is looking for a Policy Associate for our Community Health Group. Under the guidance and technical direction of the Director of Evaluation & Research Methods, the successful candidate will work on a mix of projects which include but are not limited to health care, food assistance, and welfare reform issues. Of particular importance is knowledge of federal food assistance programs and their data; WIC is of particular interest. The successful candidate will provide a range of evaluation, technical assistance, program management and project development activities. This position also requires interaction with diverse clients, management, contractors and consultants. Some specific responsibilities include: •Contribute to the development and planning of new evaluation and technical assistance projects •Develop and contribute to the development of quantitative and qualitative data collection instruments and protocols including telephone, on-site interviews and focus groups •Plan and conduct quantitative and qualitative data analysis •Conduct activities and provide technical assistance to internal and external clients about data collection and management •Organize and manage databases and files •Manage information related to project activities •Coordinate and implement logistical arrangements for activities and events •Collaborate in the preparation of reports and presentations •Present and interpret evaluation findings for clients, conferences, and professional journals •Write and edit substantive sections of proposals and reports as well as provide input to other facets of the proposal. The successful candidate should possess: •Prefer a Ph.D. in Nutrition or RD with experience. May consider a Masters in Public Health, Nutrition, or Social Science or a Bachelor’s degree plus 4 to 6 years demonstrated relevant experience. Experience or training in nutrition or work in Food Stamps or WIC program highly desirable. •Excellent knowledge of SAS or SPSS for data management and analysis •Good knowledge of SUDAAN desired. Use of qualitative analysis software package preferred. •Strong Microsoft Access and Microsoft Excel skills •Strong qualitative and quantitative data analysis skills •Strong evaluation skills, both design and implementation •Ability to identify and contribute to new business opportunities •Excellent verbal and written communication skills •Ability to plan, organize and prioritize work and multiple projects •Good attention to detail and the ability to consistently exercise sound business judgment •Ability to work as an effective team member as well as independently with minimal supervision.
