The Programmer Analyst will design, code, test, develop and document application programs for computer systems. He/she will work with users to define system scope and objectives and perform modifications to and maintenance of operational programs and procedures. He/she will create computer, subroutine and procedural forms and documentation.



The Programmer Analyst will elicit and analyze technical operational requirements, document those requirements following approved US-VISIT style, format and conventions, and validate these requirements with the Operations team and the client.



Daily Responsibilities:



- Support the applicable lifecycle phase in which requirements are completed for a given release (i.e. US-VISIT Delivery Methodology Analyze phase, Plan phase, etc.).

- Support development and delivery of the System Requirements Document (SRD) and Requirements Traceability Matrix (RTM) work products. The resource will be in a support role.

- Develop testable system operations requirements.

- Work closely with Solution Delivery to develop, document and verify testing of release related requirements.

- Proactively manage all system requirements activities in order to achieve on schedule delivery of all work products, tasks, etc.

- Upon development of the baselined system requirements, input them into the DOORS repository.

- Work with the demand management and solution planning teams to assess operational requirements to ensure each system requirement is properly traced.

- Schedule and document system requirement gathering meetings as needed to complete work products.

- Support and ensure all peer reviews are scheduled as needed to complete the requirements gate review on schedule.

- Participate in applicable reviews after the requirements phase (i.e. UDM analyze phase) to help ensure design work products fulfill the system requirements.

- Helps ensure collaborative teaming work environment.

- Manages status; identifies and resolves issues when possible.

- Takes responsibility for obtaining and internalizing feedback.

- Understands role and responsibilities and how it contributes to the team and project effort.

- Manages own work efforts and coordinates and oversees work of others as appropriate.

- Becomes skilled in a specific functional area.

- Identifies issues and provides status on scope of work.

- Obtains guidance on issue resolution and impact.

- Develops client relationships at peer level.

- Submits accurate and complete time and expense reports.

Requirements:

- 3-5 years of related experience.

- Bachelors degree in Systems Engineering, Computer Science, MIS or equivalent experience.

- DHS, CBP, ICE or other border management experience.

- Large project SDLC experience.
