This new position with ARAMARK’s Domestic Food, Hospitality and Facilities Services group will manage all aspects of its DOT Compliance Program, including oversight and tracking of 3,000+ vehicles and drivers regulated by the U.S. Department of Transportation (DOT) Federal Motor Carrier Safety Regulations (FMCSR), and other applicable EPA and OSHA regulations. The position is based in downtown Philadelphia, PA and will report to the Vice President of Strategic Fleet Operations. Key Duties and Responsibilities: The successful candidate will remain abreast of all regulatory developments, and will be responsible for maintaining a current library of DOT regulations, and for providing the necessary expertise, guidance, and Line of Business (LOB) / Corporate training. The position will also manage the relationship with the relevant third party service providers, and will work closely with each of the group’s lines of business. Specific responsibilities include the ongoing development, continued implementation and regular review of the programs, policies/procedures, and oversight mechanisms that address:   -Management and compliance oversight of Driver Qualification Files (DQF). -Recordkeeping and compliance monitoring requirements of driver log books. - Management and compliance oversight of Driver Vehicle Inspection Reports (DVIR), annual inspections, planned maintenance and other processes associated with vehicle condition.   -Management and delivery of Hours of Service and Driver Safety training.   -Management and compliance oversight of Drug and Alcohol testing.   -Management and compliance oversight of accident monitoring.  -The position will build compliance database and visibility mechanisms for 3,000+ vehicles and drivers under DOT regulations:1. Work with database to generate reports and compliance measures.  2. Create scorecard by LOB for use in Ops Reviews.  3. Identify high risk areas and oversee remediation.  4. Assess information from Truescreen, JJ Keller, and other third party providers. Consult with ARAMARK Legal, Human Resources, and ARAMARK’s Compliance Office on driver and motor vehicle records matters.  5. Establish an ARAMARK “certification” program to drive visibility and sustainability of compliant DOT practices.  6. Audit records to assure completeness and accuracy. Qualifications : -Bachelor’s degree or combination of relevant experience required. MBA preferred.   -15+ years’ progressive fleet management / regulatory compliance experience, including 10 years of supervisory and management responsibility. - Thorough knowledge of DOT regulations thorough knowledge of DOT, OSHA, PHMSA, EPA, and related safety regulations.  -Certified Director of Safety certification preferred; experience with Workers' Compensation is a must. -Have knowledge specifically about Materials of Trade.  -Candidates should be familiar with dispatch, operations and the transportation industry. - Proven operational and technical expertise in all aspects of fleet regulatory compliance. -Strong policy making, analysis, change management, team development and leadership skills.   -Excellent verbal, written communication and presentation skills.  -Excellent PC skills including: Microsoft Word, Excel, Power Point, and data base management.
