Buyer III

JOB SUMMARY:

 

Responsible for procurement of materials, supplies, equipment and services required by various Douglas Machine Inc. business units.

 

ESSENTIAL DUTIES & RESPONSIBILITIES include the following.  Other duties may be assigned:

 

1.  Continuously develops skills in purchasing and materials management.

2.  Understands the requestor requirements including the scope, specification, special considerations and delivery date.

3.  Investigates and recommends potential supply sources.

4.  Establish confidentiality agreements with suppliers.

5.  Develops and implements plan for bidding all major buys in a 2-4 year cycle. 

6.  Schedules and leads supplier meetings, which include preparing agendas, taking minutes, and following up, on action items. 

7.  Meets with engineers to understand needs and issues and provides follow up communications.

8.  Oversees the development of bid documents for new and existing requirements.  

9.  Reviews proposal data, evaluates commercial aspects and forms recommendation.

10.  Draws additional pertinent data from suppliers as required, asks 1001 questions.

11.  Leads internal strategy development and supplier negotiations assuring the interests of Douglas Machine Inc. are managed.

12.  Communicates critical supply issues (delivery, quality, price, etc) to Director of Materials and executive sponsor as needed.

13.  Develops contracts and agreements with suppliers to reflect negotiated conditions.

14.  Work with the Sourcing Coordinator to assure the daily and weekly requirements are managed in the best interest of Douglas Machine Inc., realizing the lowest transaction cost.  

15.  Signs all blanket and standard orders up to $75, 000 and contracts and agreements up to $500,000.

16.  Performs order and release activities – including managing orders, following –up with suppliers, communicating order status, and handling returns and invoice discrepancies. 

17.  Works with Sourcing Coordinator to develop the supplier performance data regarding service, quality, and cost.

18.  Communicates supplier performance data to suppliers.

19.  Responsible for supplier performance measurement and reporting.

20.  Works with Director of Materials to implement processes to evolve improvements in supplier quality, service, and price management.

21.  Participates in the measurement and reporting of cost increases, reductions, and avoidances.

22.  Works proactively with engineering to identify the best parts to help optimize cost, quality, support the inventory management process goals of item reduction and stock level management.

23.  Complies with all safety policies and procedures.

 

EDUCATION AND/OR EXPERIENCE:

 

Must have a minimum of five years experience or equivalent in a manufacturing environment that includes commodity buying metal fabrication, management of agreements and contracts, negotiation and training.  Post-secondary education and/or professional certification (APICS, NAPM, etc.) is preferred.  Supply Chain Management and World Class Manufacturing training and/or experience is desirable.

- Ability to work independently

- Ability to interact and communicate effectively with persons at all levels within the organization as well as with supplier representatives
