EICO Specialist V

ATK is seeking a Group Export/Import Control Officer (EICO). This position is dual reporting to the ATK Medium Caliber Systems division and the Armament Systems Group (ASG) and will have complete responsibility for developing and implementing an Export compliance infrastructure to support ASG and ATK corporate goals to be the best practice leader for export/import compliance. The successful candidate must have the ability to leverage technology for increased speed and flexibility in meeting the business requirements. The position will be responsible for integrating the regulations into business processes to maximize outcomes, ensuring full compliance with all regulatory bodies, responsible to provide guidance for 7 other locations within ASG and will be the manager of the compliance team in the Medium Caliber Systems division located in Mesa, AZ. This is a visible role within the organization. Specific areas of responsibilities will include: •Interprets government regulations including the Arms Export Control Act (ACEA), the International Traffic in Arms Regulations (ITAR), Export Administration Act (EAA), Export Administration Regulations (EAR), Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) and the Office of Defense Trade Controls and U.S. Customs Service agencies. •Provides comprehensive strategic export/import and BATFE advise and support to the ASG organization, initiating strategies, programs, processes and tools to meet strategic and critical business challenges. •Support location EICO’s, corporate export/import departments, and legal counsel to produce best practices that meet the company’s changing business strategies and goals. •Acts as liaison between departments/divisions, levels of management, other EICOs, and outside service providers to produce export/import services that meet the division and Group’s business needs •Oversee the licensing process and review all agreements for the group prior to submission to the Empowered Officials in the Washington D.C. office. •Prepare materials and assist in conducting training on regulatory compliance with all relevant departments throughout the organization. •Conduct assessments of all Armament Systems Group sites •Exercise independent judgment in determining procedural weaknesses and develop new procedures and tools to maintain compliance and assist in executing international business strategy. •Interpret technical procedures, jurisdictional application of governmental regulations and work collaboratively with location EICO’s, Supply Chain Management, Program Management, Contract Management and Business Development teams to deliver solutions to international programs and strategies. •Write procedures and develop tools to drive performance improvement and tracking metrics. •Make formal presentations in meetings, training environments and respond to questions from management, employees, customers and vendors. •Negotiate export/import control issues with internal and external customers and resolve issues in a win/win manner •Mentor EICOs at all the locations within ASG Qualifications: •B.S. or B.A in international business or related field. Masters or JD degree desirable •Ten years of experience in the import/export controls arena for a global organization preferred, seven years experience required. •Three years minimum experience in a management/supervisory role required. •Strong project management, leadership and commitment to integrity and professionalism. •Demonstrated knowledge on the EAR, ITAR and Tina and D-Trade license processing. •Excellent written and oral communication skills and the ability to relate and communicate with employees at all levels of the company. •Some Domestic travel will be required. •Knowledge of BATFE regulations preferred. •Desire IIEI or USCEO certification.ATK has the people, strategy, agility, and products to thrive in a highly dynamic national security and space environment.
