Engineering / QA Manager

Services range from distribution center operations and transportation management to highly sophisticated and technology-focused solutions involving product assembly, vendor managed inventory, reverse logistics and repair.
We are seeking an experienced Engineering/Quality Manager for our dynamic organization in Everett, WA.
Summary of Functions:
Responsible for the implementation and maintenance of AS9100 quality systems, serve as corporate quality management representative, facility maintenance and design, project scheduling and management, corporate new business development and sales support, and kitting/material handling design and development.
Essential Functions
Facility Design and Equipment SpecificationIdentify facility design requirements based on activity levels, product dimensional profiles, product flow and transportation methodsSpecify material handling and storage equipment solutionsIdentify and specify use of automation where justifiedIdentify office equipment and facility up fit requirementsCreate equipment and operating supply lists and provide purchase requisitions
Manpower PlanningIdentify tasks required to complete proposed work content; complete task time studies and engineering estimatesDetermine startup and ongoing personnel requirements based on work tasks, activity levels and product dimensional profilesIdentify management and supervisory staffing requirements based on technical requirements of contractIdentify technical skills and education levels required by job classificationProvide job descriptions, shift requirements, and manpower level to HR for hiring
Employee TrainingDevelop training plan and train local DC employees using process work instructionsCoordinate safety, environmental, equipment, and process training requirements with HR, Compliance, and Safety Manager
Process Development and DocumentationSelect the correct process models for receipt, putaway, picking and packing solutionsIdentifying storage and picking strategies based on product dimensional profiles and activity levelsConvert contract documents, proposals and Statement of Work into work instructions and operating procedures; submit ISO/AS9100 compliant work instruction and standard operating procedure documents to Quality Management System
Packaging Requirements and SpecificationsDetermine packaging/kitting requirements based on mode/method of transportation and product dimensional profileSpecify and document packaging methodsSpecify and purchase packaging equipment and containers/cartons and packing (void fill) to support cartonization functionality and product dimensional profileIdentify outbound labeling/documentation requirementsProvide annual cost estimates for packing materials
Project Scheduling and ManagementPlan new client, facility, and process implementationsCreate implementation schedules using Microsoft ProjectDetermine time estimates to develop, document, and implement existing and new processes; f for implementing existing and new IT solutions; and to specify, purchase, build, and install capital equipment, IT equipment, operational supplies, etc.Publish and update startup/implementation plans with key milestones, assigned responsibilities, and completion datesDemonstrate the ability to accomplish scheduled project milestones and completion dates personally and through managing and coordinating others efforts
New Business Development and Sales SupportDocument the technical solutions used to accomplish required work content requested by potential clientWrite business proposals including graphics, illustrations, and Visio flow chartingProvide accurate labor, operational expenses, capital, and startup cost calculations to reflect work content to be providedRollup labor, expenses, capital, etc costs to determine the total program cost for expected contract duration for submission to client
Physical Requirements:While performing the duties of this job, the employee is regularly required to reach with hands and arms, at times above head; and talk and hear; required to sit, stand, walk, climb and stoop, kneel, crouch and twistMay sit for long periods of time utilizing a computerThe employee may lift up to 30 pounds
Education and/or Experience Requirements:Bachelor of Science degree in an engineering/science discipline, 8 to 10 years of progressive experience in supply chain/distribution, warehousing or manufacturing environmentDemonstrated engineering, project management, problem solving techniques and analytical skills; able to partner and communicate with all levels of an organization from hourly associates to senior management, as well as with customer contactsProficient in Microsoft Office suite, warehouse management systems, and database systemsExperience in AS9100 or ISO environment preferredAbility to work in customer’s facility; must pass a Boeing Security background check
