Global Mobility Programs Manager
This position is responsible for the ongoing management and refinement of O-I’s domestic and international mobility program, including ongoing policy development and policy interpretation. Reporting to the Director of Global Compensation, this position will be responsible for providing key support to the company’s NA transferees and inter-regional transferees. The Programs Manager will act as advisor to line managers and employees regarding all U.S. intra- and inter-regional transfers and will coordinate with regional HR teams on policy issues. The Programs Manager will ensure compliance with applicable company policies and governmental regulations through effective management of external delivery partners (e.g., relocation, tax, immigration, etc.).
Essential Duties and Responsibilities:
· Facilitate ongoing “value analysis” to ensure O-I’s global mobility programs are competitively designed with a cost efficient structure.
· Refine and administer program policies/guidelines (including relocation, immigration, tax equalization) to ensure accurate application; mindset of continuous improvement.
· Partner with O-I offices worldwide to ensure mobility program governance and coordinate policy changes and exceptions.
· Increase efficiencies by acting as key liaison with external delivery partners (tax, relocation, immigration, etc.); participate in review of contracts/service agreements to increase efficiencies where possible.
· Network and participate in professional organizations to keep current on trends around domestic and international mobility programs.
Special projects to include:
· Leading co-sourcing arrangements with immigration vendor in effort to ensure compliance with global immigration laws.
· Development of expatriate tracking database.
· Periodic review of service delivery agreements for key vendors and bidding out business to ensure highest efficiencies.
· Updating and ongoing maintenance of Ben Track system.
Key liaison with North American domestic and international assignees as follows:
North American domestic transfers:
· Generate move and assignment cost projections and present for approval as required.
· Initiate relocations; explain policies; field policy exceptions; approve inventory property marketing strategies.
International transfers:
· Partner with line management in the most cost-efficient assignment-package design based on parameters of assignment (e.g., short-term, extended business trip, long-term, etc.)
· Generate move and assignment cost projections and present for approval as required.
· Prepare assignment letters, pre-departure orientations, change of status paperwork, compensation worksheets, COLA updates.
· Counsel and support expatriate and accompanying family members throughout the assignment on a day-to-day basis.
· Oversee the compensation delivery process for international assignees, partnering with payroll to ensure accurate, timely delivery of pay. Assist with the input and management of accurate international assignee information in the payroll system.
· Forecast assignment renewals and localizations; initiate and coordinate repatriation and localization processes.
· Partner with line HR, Benefits, and Compensation to ensure consistent flow of information required to enroll international assignees in health care program; to assist with calculations for administering merit increases and delivery of variable compensation, ensuring delivery meets local tax requirements.
· Responsible for coordination of annual cyclical events to include merit and bonus processing.
· Coordinate hypo-tax withholding updates as necessary.
· Ensure compliance with overseas taxing authorities as it pertains to tax payments.
· Track and coordinate tax equalization results to ensure accurate and timely reconciliation of the process.
· Update tax equalization policy as required.
· Maintain computer-based system to track international assignees with the ability to provide reports to key customers (e.g., Line HR, Corp, etc.) as required.
· Manage Sarbanes-Oxley “SOx” compliance requirements.
Qualifications:
· Thorough understanding of international assignment compensation and philosophy.
· High level of comfort in articulating and dealing with numbers in foreign currencies as well as explaining mathematical calculations around cost of living allowances, including exchange rate and inflation factors.
· Superior customer interaction skills; sensitivity to the need to explain unfamiliar concepts around compensation and benefits to employees from different countries and cultures.
· Excellent judgment and decision-making skills, with the ability to be polite yet firm when dealing with policy exception requests—heightened sense of awareness around precedence setting when dealing with exception requests.
· Commitment to confidentiality and appropriate handling of employee and dependent data.
· Excellent database management skills; proficient in Excel and Word.
Experience:
· Bachelor’s degree or equivalent experience, and two to four years of experience administering expatriate programs and working directly with individuals from varying countries.
· Minimum of two years project management experience.
· Knowledge of U.S. tax system; broad knowledge of international tax, cross-border payroll issues, and the mechanics of tax equalization.
· Experience managing external vendor relationships; understanding of elements of relocation policies, home sales, supplier management, relocation expense/payroll consolidation.
· Ability to negotiate with firmness and tact.
