Job Description Job Title: Government Contracts ManagerReports To: Group/Division: EID/RM&SICareer Band IVLocation: Metro DC AreaNo. of Direct Reports: Day/Shift: DayFLSA Status: Exempt Position Summary: Government Contracts Manager with the experience to ensure adherence to federal government contract and procurement regulations. Position will be responsible for all day to day contractual matters related to government business, including a variety of contract types, such as IDIQ, task order, CPAF, CPFF, FFP, T&M and GSA. Candidate will have hands-on experience managing and administering federal government contracts and programs in a variety of industry settings with special attention to the Department of Homeland Security considered as a plus.· Hands on Experience with major government contract types (CPAF, CPFF, FFP, ID/IQ, T&M, R&D, etc.) · Strong understanding of program management functions. · Possess working knowledge of federal government contracts regulations (FAR, CAS, etc.) · Ability to work independently in a fast paced environment, including managing multiple activities, contracts and customers simultaneously. · Proven talent in applying problem-solving skills to develop strategic solutions. · Effective analytical and organizational skills. · Strong written and oral communication capabilities. · Effectively manage proposal schedules and changes, enforce contract terms and conditions, and provide contract guidance to team members. Job Requirements: · Prime Contract administration, including all activities from inception through closeout. · Subcontract administration, SRF 294 and 295 reporting, to include writing teaming, subcontract, and non-disclosure agreements, in addition to negotiating pricing when applicable. · Liaison and interface with Program Management, Project Control and Financial Management and staff for budget and tracking schedules in relation to government deliverables. · Serve as central Point of Contact (POC) for all contractual communications between internal staff and government Contracting Officers, Contract Specialists, COTR’s and Program Managers and Contractors. · Assist in the development, implementation and maintenance of companywide policies, procedures, internal controls and system modifications to ensure compliance with government accounting standards and requirements. · Administration of multiple contracts (if applicable), including GSA, FSS schedules and GWAC administration. Experience Qualifications: Candidates MUST have the following qualifications:· BS/BA in a related field and 8 to 10 years experience in government finance/contracts· Certificates in contract management would be considered a plus. · Strong team building skills and the proven ability to manage diversity as a key enabler of team success.· Ability to develop high levels of credibility and forge solid, positive and effective professional relationships internally and externally to satisfy the needs of the customer. · High energy level, self motivated, ability to multi-task many high level accounts, objectives and activities simultaneously.· Bias for effective action.· Effective oral and written communication skills.Education: BachelorsJob Level: Manager
