This position will interact with various Buyers, Managers, and Auditors to include: coordination / compilation of audit responses or requests, ability to lead meetings as a Company representative with said auditor / or act as sole point of contact with auditors as may be directed by Senior Management; provide training to procurement and operations personnel on all aspects of the procurement process as well as specific targeted areas as required; develop comprehensive audit reports which detail findings, recommend corrective action as required, perform risk assessments, and conduct internal control assessments. This position will be responsible for maintaining a CPSR-compliant system in a multi-division business unit subject to Federal Acquisition Regulations (FAR) / Defense Federal Acquisition Regulation (DFAR) regulations. Under the general supervision of the Director of Procurement this position serves as a staff specialist to create and implement a site-specific program to audit procurement processes. The Procurement Compliance Specialist is expected to conduct in-depth audit reviews of the procurement records of the sites to determine the Division’s adherence to all federal procurement laws and company procurement policy. Work involves establishing best practices and conducting audits of purchase contract files and documents. -Apply knowledge of procurement system and FAR/DFAR to validate and verify that the company’s compliant with procurement policies and procedures. -Implement systematic training for procurement personnel in CPSR / FAR & DFAR compliance. -Perform audits and properly document procurement system and file audits to ensure that existing company policies and FAR requirements are being followed for procurement actions and are properly documented in procurement files. -Understand and apply the principals of the entire procurement process to include but not be limited to: *Source Selection *Price Justification *Cost Analysis *Subcontract Administration *Compliance with Prime Contractual FAR clauses and their impact on the procurement process *Closeout Perform other assignments as required. -Minimum of six (6) years experience combined with formal education in one or both of the following areas: * Purchasing and Subcontracts Management (Federal Government Contracts) * Internal Audit or focus on Purchasing and Subcontracts Management (Federal Government Contracts and Commercial Contracts/Subcontracts) -Demonstrated knowledge of FAR/DFAR regulations -Substantial experience with applying price analysis methodologies along with effective procurement file documentation skills that will stand up to internal and external audits -Knowledge of CPSR requirements and previous experience in conducting CPSR audits for the government or managing / conducting Procurement System audits in the private sector -Demonstrated ability to communicate and interface with all types of personalities, and maintain a professional demeanor at all times -High motivation level with demonstrated self-sufficiency and a strong ability to organize and prioritize workload -Demonstrated flexibility and ability to embrace and effect change -Good interpersonal skills and enthusiasm in working as a team. -Must have the highest level of ethics and personal integrity -Professional communication skills, both written and verbal, including formal presentation skills; effective team leadership/facilitation skills; and working knowledge of Federal Procurement laws (FAR & DFAR) Must be a US Person, that is, must meet one of the following requirements: (1) US Citizenship (born in the US) (2) Permanent Resident --Green Card Holder --Immigrant Visa --Resident Alien Card (3) Intending Citizen --Person lawfully admitted for permanent residence --Person admitted as a refugee --Person granted asylum (4) Dual Passport Holder/Dual Citizenship (with US Citizenship) People are the greatest asset in any Company ...
