CITY/STATE: Temecula, CAPOSITION TYPE: Full Time, EmployeeJOB CATEGORY: Logistics/TransportationEDUCATION LEVEL: Bachelor's DegreeSALARY: 70,000.00 - 88,000.00 USD /year Purchasing Manager - Optical Background a MUST!     FUNCTION:  Directs and coordinates the procurement of materials, components, commodities and services which meet cost, quality and delivery requirements.  Prepares reports and analysis of lead times, market conditions, prices, discounts, delivery performance, and vendor quality.  Leads the development of supply management strategies.  Set supply management goals, builds relationships, and negotiates pricing and long term contracts.  Leads the implementation and maintenance of purchasing department metrics.  Leads in development and integration of computerized purchasing and planning with the ERP system.    JOB REQUIREMENTS: Education: College Degree, preferably a B.S. in engineering and/or business, supplemented by appropriate courses in purchasing and computers.  C.P.M. strongly preferred.   Experience:   10 years related purchasing experience with a company utilizing ERP.  Prefer experience in a high-tech, manufacturing environment serving the Aerospace/Defense industry. SPECIAL ABILITIES:· Working knowledge of integrated manufacturing systems, particularly purchasing, ERP and accounting systems.· Strong communication and negotiating skills.· Good technical/mechanical background.· Capable understanding engineering drawings and tolerancing for mechanical and optical parts.· Familiar with procurement of materials for government contracts.· Knowledgeable in the use of FAR and DFAR  JOB ELEMENTSWTPERFORMANCE IS SATISFACTORY WHEN: 1.  Purchasing Function                         50%                       a)  Duties consist of supplier sourcing:  specification development; ‘request for quotation’ preparation; negotiation for best quality, price and delivery; contract preparation and delivery.b)  Responsible for overall procurement process of optical raw materials. Duties include maintaining and initiating vendor contacts; working with engineering to develop purchase specifications and sourcing suppliers.c)  Responsible for key service and consumable contracts.  Duties include developing contracts, negotiation, and establishing VMI agreements.d)  Responsible for procurement of subcontract items  Duties include negotiation, processing of blanket orders/contracts and expediting critical deliveries.e)  Provides purchasing technical support in capital equipment purchases, leasing arrangements, and service contracts.f) Functions as intermediary among requisitioners, quality department, production departments, accounting department, and suppliers.g)  Responsible for development of alternative sources of supply for all critical materials.  Ensures that there are at least two qualified sources of supply for critical manufacturing supplies and materials whenever possible.h)  Challenges all price increases, particularly those  greater than the rate of inflation.i)  Leads cost reduction efforts and meets yearly cost reduction goals.  j)  Responsible for the Supplier Diversity Program and acts as Small Business Liason Officer (SBLO)k)  Responsible for the overall management of the Commercial Credit Card program. 2.  Computerized Record and Reporting Functions                      20%                        a) Responsible for training and overseeing all purchasing contacts on the ERP purchasing module.  Training includes requisitioning, purchase order entry, vendor contact, receiving, returns and reporting.  Functions as troubleshooter for purchasing contracts when any problems occur with the purchasing system.b)  Responsible for overall maintenance of IFS purchasing system to include new vendor entry, new consumable part, supplier part records and lead times.  Also responsible for testing and upgrading purchasing system with new releases of IFS.c) Works with IT department to develop purchasing reports for management and purchasing contracts. Key reports are supplier delivery performance, open purchase orders and purchase history.d) Apprises management of trend factors relating to price, lead times, conditions, discounts, delivery performance, and vendor quality.  Prepares purchasing summary and cost reduction/increase reports as needed.e)  Establishes and maintains records relating to supplier evaluation and development, competitive bidding, and value analysis. 3.  Development 20% a)  Coordinates with the corporate purchasing on agreements based on requirements for all subsidiaries in order to achieve maximum savings.  b)  Evaluates and recommends system enhancements for the ERP purchasing module.c)  Develops purchasing policies and procedures.d)  Keeps abreast of new developments in procurement techniques and practices.e)  Participate in development of practices, procedures, and documentation necessary for compliance with Sarbanes Oxley, governmental regulation, mil-spec requirements, and supplier diversity compliance.f) Acts as a team leader in projects to develop alternative materials and sources of supply.g)  Visits all suppliers of critical materials at least once every two years, or arranges for vendors to visit our facility for review and performance discussions. 4.
