 2ND SHIFT DISPATCHER AND ADMINISTRATIVE COORIDINATOR

 

Job Description Summary:

Act as the coordinator in the day-to-day operations of the Brennan Marine, Inc., La Crosse, WI and Lansing, IA barge harbor services operations.  The services rendered include tow makeup/breakup, barge fleeting, barge shifting, barge cleaning, barge repairs, dry docking, salvage assist and any/all other vessel assistance required.  This position schedules and coordinates these services through telephone and marine radio communications with customers & crews. This position assists with BMI equip. usage reporting, billing, barge fleet day records and navigation information updates communication. Furthermore, the position requires data processing receipt, review, and distribution.

 

Reporting Relationships:

This position reports directly to the COO.

Requirements:

Education:

Required:   High School Graduate.

Preferred: Some college or vocational training in supervisory skills and/or previous experience.

Licensing/Registration/Certification:

Required:   Drivers License.

Experience:  One-year experience in the barge harbor services or related fields.

Skills, Knowledge and abilities:

Significant knowledge of all aspects of barge switching, fleeting, repair, and barge cleaning.  Ability to supervise and work with fellow employees.  Ability to communicate and relate with management and or clients and customers.

Physical:

Body positions:  Sitting and standing most of the day at office with visits to field

  operations

Body movements: Walking, lifting, carrying, pushing, pulling, bending, reaching are required in the accomplishment of tasks.

Body senses: Full use of vision, hearing and the ability to be alert and vigilantly attentive at all times.

Mental:

Mathematics: Strong math, analytical and computational skills. Must be computer literate.

 

  Computers:  Must be computer literate in Microsoft office.

 

Language:  Ability to communicate in English both written and verbally, and prepare reports.

 

Reasoning: Ability to promptly analyze the job and perform all tasks in a professional manner.

 

Working Conditions:  Primarily in a climate-controlled office, with trips to vessels, dry dock, and the cleaning dock. The work schedule is generally 1400 hrs. to 2300 hrs. Monday through Friday. However, there will be approximately two weeks per Month Sun. through Thurs. dictated by the weekend rotation (1st shift W.E.). Furthermore, this position requires working every 5th weekend from 1400 hrs. Friday through 2300 hrs. Sunday.  During the weekend shift the office must be manned from 0800 hrs. to 1200 hrs. on Saturday and during weekend shift and crew changes.  The remainder of the time may be worked out of the employees home, workload permitting.  The weekend responsibilities may be split or shared with another weekend dispatcher as long as these changes are on the schedule. This schedule averages 54 hrs. per week.

 

Essential Functions:

 

  1.0 Authority and Responsibilities:

1.  This position requires knowledge of all company policy and procedures.

2.  This position carries the responsibility and authority to give work direction and to maintain compliance with company policy whether by direct warning to crewmembers or recommendation of disciplinary action to supervisors and management, or a combination of both.

3.  Responsible for ensuring that all work is in compliance with all government rules and regulations as required by the Coast Guard, State & Federal environmental regulations, and OSHA regulations as provided to you by management.

4.  Responsible for the quality of all work completed as directed by management following guidance of the office SOP and BMI Harbor Operating Procedures manual.

5.  Responsible for the coordination of all scheduled work of all job areas, through frequent dept. communication and insuring the completion in a timely manner with the goal of achieving no lost time accidents.

6.  Responsible for knowing and understanding all aspects of each work area coordinated such as:  La Crosse & Lansing harbor operations, La Crosse & Lansing barge cleaning and topside repair, barge fleeting and dry dock repairs.

 

  2.0 Duties & Tasks:

     

1. This position is responsible for the overall coordination of required vessel services and crews, furthermore requires knowledge of barge cleaning, and repairs daily activities and needs.

2. Responsible for the crews of various work areas completion of all work duties in a safe and efficient manner with the goal of achieving no lost time accidents.

3. Responsible for knowing the contents of the job description of all employees working under your coordination.

4. Update the “Daily Traffic Sheet” throughout the shift and provide updated report at shift change with updated “vessel location” and “navigation condition reports”.

5. Responsible for faxing or emailing daily traffic to the various barge lines & terminals.

6. Responsible to maintain “Jobs Master” accumulating all dock records and volumes, furthermore, barge history.

7. Responsible for maintaining the “fleet boards”, current status at all times.

8. Responsible for processing end of day forms such as “Barge Inspection” forms to include faxing needed and completed repairs to the barge owner and providing Cleaning & repairs Manager with needed repairs information.  Inform harbor vessels and crews of “leakers” and update the same to the “daily traffic sheet”.

9. Daily receive all engine room logs. Review and notify proper channels of problems, repairs, and or supplies needed.

10. Review daily logs and fax or email traffic to barge lines and terminals as required

11. Provide vessels and all work areas all paperwork/forms as required, furthermore maintaining and adequate supply in inventory.

12. Weekly collect BMI JFB equipment usage logs from all work areas and update accumulating reports for BMI and process JFB equipment usage for billing.

13. Responsible for tracking/maintaining each barge fleeting site fleet days to include completing and producing graphs and reports.

14. Provide COO monthly reports of all information as formatted on the “monthly report” form within one week after the end of each month.

15. Provide information summary report from daily review of Coast Guard, Corps and RIBB internet sites pertaining to River conditions impacting any Brennan Dept. or project.

16. Assist with billing in Depts. such as Lansing.

 

3.0 Performance Criteria:

6. The COO is provided timely, accurate reports as requested, furthermore is informed of any problems that will require his attention.
