Director, Disaster Response
SUMMARY
Assists the Senior Director of Emergency Services in the overall management and dedication of resources on the achievement of the department mission. Creates and implements department policy and standards in all major service areas, with special regard to administrative procedures, and the maintenance of a strong, volunteer-driven response structure. Oversees the Disaster Services and Emergency Communication divisions of the department. Maintains active and positive relationships with key government and community contacts, staff and volunteers.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Oversees the day-to-day operations of Disaster Services and Emergency Communications to ensure adequate resources and service delivery, adherence to operational standards and high quality of services.
· Develops, implements and manages the annual objectives and budgets of Disaster Services and Communications in consultation with the Senior Director.
· Provides leadership and direction on the day-to-day response and large-scale disaster relief jobs.
· Develops strong, consistent, meaningful policies and procedures for Disaster Services and Emergency Communications and works with Managers to ensure these are met.
· Oversees administrative activities for Disaster Services and Emergency Communications and recommends streamlined procedures and improved information systems.
· Ensures the use of automated data collection routines and the prompt, accurate development and submission of departmental reporting.
· Coordinates the development and implementation of program outcome and evaluation measurements for assigned areas of responsibility.
· Assesses existing programs and service delivery and identifies areas for growth, improvement or new service.
· Supports the Senior Director in attending meetings, building and maintaining strategic contacts, and assessing new opportunities for growth.
· Acts as second in command for the department and represents the Red Cross professionally in all public settings.
· Helps staff to grow personally and professionally, seizes new opportunities for the department, maintains excellent relationships with key department contacts and other Directors, attends Board Meetings, volunteer gatherings and department functions as needed.
· Develops and coordinates individual goals and objectives, development plans and assignment of responsibilities for direct reports.
· Ensures that the above are met and that individual staff written reviews are generated, approved and submitted to Human Resources in a timely fashion.
· Maintains full familiarity with all aspects of the Red Cross Emergency Services program at the National and service delivery levels.
· Carries blackberry and cell phone and manages and participates in on-call disaster response and other on-call duty as appropriate.
· Perform other duties, assignments, general administrative tasks, reports and projects as assigned.

SUPERVISORY RESPONSIBILITIES
Manages subordinate managers of Disaster Services, and Emergency Communications who supervise employees in their areas of responsibility. Is responsible for the overall direction, coordination, and evaluation of these divisions within Emergency Services. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Master’s degree or equivalent preferred; or four to ten years related experience and/or training; or equivalent combination of education and experience. Must have knowledge in emergency services operations, government or logistics operations.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, as well as basic algebra and geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
Current driver's license. Appropriate clearance of criminal background check.
OTHER SKILLS AND ABILITIES
Working knowledge of Word Perfect and spreadsheets. Own transportation required. Must have multicultural understanding and effectiveness in working with volunteers.
