Director of Finance
GENERAL DESCRIPTION:
The Director of Finance - Southwest Housing Solutions Corporation is responsible for the day-to-day operations of all housing corporation and affiliates entities fiscal matters, and for the management and maintenance of all housing assets. This includes financial planning, forecasting, revenue and expenditure analysis for decision making, development and execution of budgets, reimbursements, grant billing, financial statement analysis, inventory and audits. The Director of Finance is directly responsible to the Executive Director, ASO and works very closely with the housing corporation Executive Director in carrying out all the fiscal operations.
SPECIFIC DUTIES:
1. Maintains the general ledger for the Housing Corporation and related entities including all affiliated limited partnerships, third-party contracted property management clients and others as may be assigned.
2. Supervises the work of the accounting staff and analyzes monthly financial data to assure the accuracy and quality of all financial management reports.
3. Prepares the budgets for all corporations.
4. Makes budget and expense/revenue analysis and projections.
5. Assist in the due diligence process of any mergers, acquisitions, and/or affiliations.
6. Develops budgets for grants and/or proposals.
7. Prepares monthly financial and related reports for both internal and external use.
8. Refines, implements, and monitors the fiscal policies and procedures.
9. Develops quarterly financial consolidation report with projected eliminations.
10. Develops, monitors, reports and maintains the divisional programs budgets.
11. Working closely with the Development Department, responsible for LIHTC project cost certification, construction budgets, and related certification requirements including 10% carry over, placed in service applications and annual T.I.R.R.
12. Responsible for the monthly financial reporting on variance analysis of actual vs. budget.
13. Prepares rolling budget and cash-flow projection and forecasting.
14. Responsible for developing monthly financial key indicators.
15. Manages and maintains the Housing Opportunities Center loan portfolio.
16. Responsible for the reconciliation of all bank accounts.
17. Assists with the integration of fiscal management for strategic planning.
18. Designs and monitors internal control practices for conformance with Generally Accepted Accounting Principles (GAPP).
19. Assists with the recommendation on housing corporation investment plans and purchase of assets.
20. Develops and maintains the housing corporation fixed asset inventory.
21. Responsible for payroll and related taxes.
22. Responsible for all monthly, quarterly and/or annually grant billing and reporting.
23. Coordinates the financial, federal A-133 and limited partnerships annual audits.
24. Develops and maintains monthly cash flow reports.
25. Serves as a member of the Senior Management Team.
26. Prepares financial reporting for the Finance Committee of the Board of Directors.
27. Serves on housing corporation committees and working groups as assigned.
28. Provides data and analysis, as required, to the Asset Management Coordinator in cooperation with the Director of Property Management to help maintain optimal project performance and ensure compliance with funders reporting requirements (i.e. NW-MFI).
29. Prepares and submits investor reporting with respect to all limited partnership/tax credit properties or projects.
30. Adheres to SWS code of ethics and complies with the State of Michigan’s Mental Health Code.
27. Adheres to Agency’s Policies and Procedures.
28. Performs other duties as assigned by the Executive Director, ASO.
KNOWLEDGE, SKILLS AND ABILITIES:

9. Knowledge of supervisory techniques and controls.

11. Possess good communication skills, both orally and written.
12. Ability to work independently and demonstrated leadership skills and abilities.
13. Possess tact, integrity and the ability to exercise sound, professional judgment.
MINIMUM OUALIFICATIONS:
1. Possession of a Bachelors Degree in business administration, or a related field, Masters Degree preferred.
2. Seven years work experience in the Real Estate financial management including five years in a supervisory capacity.
3. Proficiency with financial spreadsheet application, excel, Great Plains, Peachtree, and other computerized accounting systems.
4. Possession of a valid driver’s license with access to a private vehicle for day-to-day job performance.
