SummaryUnder the general direction of the designated PO III, the Program Officer II (Fluoridation Initiative) provides staff support for the implementation of fluoridation-related programs and contracts, and provides grant management support.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Negotiates yearly renewal agreement and recommends agreements for approval by the Director.

Monitors compliance and provides support for grantee project implementation.

Maintains files and tracks documentation for accountability with grantees.

Facilitates the completion of grantee project document Logic Model (Scope of Work), progress and evaluation reporting systems, formats and monitoring instruments. 

Facilitates the defining of program level data and data collection processes and collects and disseminates performance data in compliance with statewide and local requirements governing First  5. 

Plans and supports the development and implementation of technical assistance and capacity building plans through meetings, focus groups, workshops, trainings, special qualitative assessments and special grantee conferences, based on over-arching organizational plans.

Develops and/or identifies best practice documents and/or successful grantee-level strategies. 

Collaborates with other local service agencies, governmental institutions, foundations, schools and businesses to identify additional support for grantees and strategic partners. 

Acts as a liaison to interdepartmental initiatives/projects to inform planning and evaluation processes. 

Facilitates the dissemination of information through interdepartmental workgroups by providing implementation information and/or findings. 

Participates in creating, facilitating, and strengthening internal processes, protocols and policies within the departments and between departments to improve efficiency and effectiveness. 

Mentors and supports staff representatives/members as a Team Lead. 

Provides team lead oversight relating to program implementation, grants and contract management, program support and the assessment of program performance. 

Participates in the development and implementation of the organization's stretegic plan, initiatives and strategies.

Develops and maintains effective communications with the organization's internal and external audiences (including Commissioners, staff, grantees, contractors, strategic partners, community leaders and public officials).

Represents the organization and participates at meetings and conferences as appropriate.

Participates in the preparation of required reports (local and state level) for approval and submission in a timely manner.

Education*

Bachelor's degree from an accredited institution in the field of public health, public administration, public policy, social welfare, early childhood development or related field preferred. 

Experience*

A minimum of eight (8) years experience in implementing and monitoring programs in the public/private sector focused on health, education, and/or children’s services is required.

* An equivalent combination of training and experience may be substituted for the educational requirement. Every two (2) years of applicable experience will be counted towards one (1) year of the post-secondary education requirement.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills 

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

To perform this job successfully, an individual should have knowledge of Database software; Internet software and Word Processing software.

Certificates, Licenses, Registrations

 Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Valid automobile liability insurance.

Other Skills and Abilities 

Demonstrated experience in program planning, development and implementation processes, and programmatic performance and evaluation techniques.

Knowledge and demonstrated experience in early childhood education, health, social work, and other issues affecting children, families and communities.

Knowledge of culturally appropriate materials and program measurement tools, and experience with performance and evaluation techniques.

Demonstrated experience in data collection activities, conducted in a wide variety of settings and locations.

Knowledge of principles of contract development and administration.

Understanding of processes related to technical assistance, capacity  building and community development principles.

Knowledge of budgeting and financial record-keeping as it relates to grants management.

Other Qualifications

Must be able to travel locally within Los Angeles County.
