Human Resources and Volunteers Director
The American Red Cross is a nationally recognized and highly regarded humanitarian organization that provides relief to victims of disaster and helps people prevent, prepare for, and respond to emergencies. The Orange County chapter of the Red Cross is a volunteer-driven organization comprised of 65+ paid employees and a cadre of 1,600 local volunteers.
The newly created department of Human Resources and Volunteers (HRV), led by a qualified director, will support the mission and goals of the American Red Cross through an employee and volunteer workforce that is diverse, competent, and qualified. The Director is responsible for developing and implementing chapter strategies which facilitate the effective utilization of all human resources and provide a safe and nurturing environment in which to work and volunteer. The director will serves as a member of the Chapter Leadership Team and contribute to the achievement of the overall objectives and strategic focus of the chapter.
Key Responsibilities
Human Resources
· Administers the chapter’s day-to-day HR functions
· Coordinates all aspects of chapter staffing to insure optimal and appropriate manpower resources to include: development of position descriptions, recruitment, screening, employment verification, reference checks, documentation, employment offers, in-processing and new hire orientation process, and exit interviews
· Handles all workers compensation issues; investigates and follows up on-the-job injuries and accidents
· Maintains familiarity with Red Cross policies and procedures and a current knowledge of other appropriate state and federal HR regulations and laws. Insures ongoing employee compliance in areas such as state wage and hour regulations, training course requirements, safety issues, state/federal mandates, OSHA reporting, legal residency documentation, etc.
· Maintains office management and tracking systems to include: personnel and confidential files, key inventory, personnel database(s), candidate resumes and files, staff rosters, information on employee compliance status
· Assists employees with issues and questions related to employment benefits, leave options, employee training and employment requirements, and other HR-related queries.
Volunteer ManagementAdministers day-to-day volunteer program functions and provides volunteer management expertise to volunteer supervisors and chapter staff.Coordinates all aspects of the chapter’s volunteer program to include: recruitment, orientation, placement, training and development, record keeping, evaluation, recognition and retention.Coordinates and manages the screening, orientation, and referral of spontaneous volunteers during times of disasterMaintains volunteer database(s) and volunteer files. Insures all required local and national documentation such as DMV checks, background checks and other required information has been obtained. Ensure confidentiality and privacy of privileged information.Establishes and implements a comprehensive annual recognition planProvides mentoring, counseling and support to all departments in the effective utilization, development, and retention of volunteers
QUALIFICATIONS
Five to seven years of progressively responsible volunteer management and/or human resource experience with a BA in a related field. A Master’s degree and/ or human resource certification desirable. Knowledge of current federal, state and local requirements relating to employment and other personnel actions required. Experience in supervision, staff talent management, employee counseling and conflict resolution techniques. A commitment to diversity and a sensitivity and awareness of cultural and ethnic differences. A demonstrated record of attracting, developing and retaining employees and volunteers and the ability to create an atmosphere of teamwork and collaboration. Excellent oral and written communication skills. Proficiency in Microsoft Office software including Outlook, Word, PowerPoint, Excel and familiarity with database applications Knowledge of Red Cross policies, procedures, programs, and services preferred. Must possess the highest standard of personal integrity and confidentiality.
