Program Manager - Mobile Testing Unit
Program Manager - Mobile Testing Unit Essential Duties & Responsibilities
Includes the following. Other duties may be assigned.
Supervises HIV testing staff and volunteers in the Mobile Testing Program.
Monitors the Mobile Testing Program administrative operations daily; this includes troubleshooting and acting as an information referral source.
Works directly on the Mobile vehicle on a weekly basis conducting HIV testing, direct supervision and evaluation of staff.
Understands and implements operating policies and procedures.
Oversees the use of the van. Keeps the van in good working condition which includes resolving maintenance issues and keeping it clean.
Ensures compliance of all State and County HIV testing regulations procedures.
Maintains up to date knowledge on HIV and testing protocols.
Conducts regular HIV testing staff meetings.
Reports to the Regional Manager regularly on HIV testing program issues/concerns.
Prepares detailed weekly reports and monthly reports on the HIV testing program.
Assists clients into medical treatment by working with AHF staff.
Builds and maintains positive relationships with other AIDS Service Providers as well as other community leaders.
Participation in AHF Meetings/Committees
Attends Prevention Manager Meeting.
Attends HIV Testing Counselors Staff Meeting.
Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with AHF’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience
Associate’s degree (A.A.) or equivalent from two-year college or technical school; or six months to one year related experience and/or training; or equivalent combination of education and experience.
Computer/Software Skills & Abilities
To perform this job successfully, an individual should have knowledge of MS Office Word Processing software.
Language Skills
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent to draw and interpret bar graphs.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Other Skills & Abilities/Qualifications
Must be able to travel 100% of the time.
Must be able to work flexible hours including evenings and weekends.
Must have 1 year of experience working as a testing counselor.
Must have 1-2 years of supervisory experience.
Experience with a Mobile HIV Testing unit preferred.
Must have clean DMV with a minimum of 5 years verifiable driving record.
Certificates, Licenses and Registrations
Valid Certification as an HIV Testing Counselor with one year of experience.
Valid California drivers license.
