Senior Contracts/Grants Administrator
Position: Senior Contracts/Grants Administrator
Duration: 4 months. Starts on June 2, 2008.
Position Summary:
This position will support two centers at COMPANY:
The Center for Social Marketing & Behavior Change (CSMBC) identifies meaningful audience segments and generates creative solutions that aimed at positively changing individual behavior. Center for Environmental Strategies (CES) focuses on behavior change related to the problems of sustainable development and environmental protection. The Senior Contracts Administrator takes full responsibility for the administration of designated prime contracts and subcontracts. Day-to-day management and administration of awards to ensure compliance with regulations. Work closely with project and finance staff to problem-solve issues regarding subcontracting, award mechanisms, client restrictions etc Essential Job Functions:
- Review and negotiate contracts, subcontracts and modifications
- Review budgetary pipelines based on input from project staff
- Review proposals for no-cost extensions and add-ons
- Prepare correspondence with COMPANY’s position on contractual issues and seeking
Contracting Officer/Client approval for salaries, consultant rates, budget revisions,
procurement, subcontracts, waivers, etc.
- Work with project staff to monitor prime contract and subcontract performance
- Negotiate and administer lower tier subcontracts
- Understand and interpret contractual terms and conditions, Federal Acquisition
Regulation (FAR) and FAR supplement regulatory clauses/provisions for COMPANY staff
- Understand and interpret specific client(s) contract requirements for those clients in
assigned portfolio
- Identifies problems as they arise and seeks the advice of senior contracts staff as
necessary.
Education:
Bachelor’s degree required;
Master’s degree in a related field or procurement/contracts certificate preferred.
Experience:
6 years of related experience in contracts management, or project management.
Specific Knowledge Requirements:
- Knowledge of the various types of funding mechanisms
- Knowledge of contract, cooperative agreement and grant regulations (22CFR226,
AIDAR, FAR).
- Knowledge of OMB Circulars A-122, A-110 and A-133
- Knowledge of award negotiations, subcontractor management and procurement.
Skills Required:
- Good oral and written communication skills
- Good organizational skills, ability to work independently, assess priorities, and manage a variety of activities with attention to detail
- Must be well organized and keep current with administrative tasks associated with the job
- Ability to interact professionally with culturally and linguistically diverse staff, clients and consultants
- Ability to communicate complex ideas, regulations, policies and procedures in a clear and concise manner.
- Displays teamwork by assisting unit/department staff as needs arise.
