We have an exciting opening at CARE Headquarters in Atlanta, Georgia for a Senior/Director of Development for policy advocacy fundraising.  This is a 3-year funded position supporting the Executive Director in developing CARE’s relationships with a portfolio of nearly 40 professional foundations, with a particular focus on mobilizing resources from new and existing donors to support policy and advocacy efforts. In addition to serving as primary relationship manager for a number of medium and large-size foundation donors and prospects, s/he will work with other fund-raisers to expand and diversify CARE's advocacy portfolio. The Senior Director/Director will take the lead, in partnership with the Policy and Advocacy Unit (PAU) and other senior Program, External Relations (ER) and Executive Team (ET) staff, in identifying new funding opportunities and developing concepts and proposals for foundation and other major gift donors, including very large (7-figure+) and complex initiatives. She/he will help to manage an existing portfolio of active grants (currently $60M+), including regular monitoring of implementation and spending, as well as reporting to donors. These efforts will contribute directly to the annual Foundations Unit target ($14M in FY08).  PROPOSAL DEVELOPMENT: As assigned by the Executive Director, takes the lead in developing selected concept papers and proposals for foundation donors, including very large (7-figure+), complex, and organizationally strategic initiatives. In close partnership with the Policy Advocacy Unit (PAU) and other Program units, authors and/or edits proposals for donors in her/his portfolio, with a particular focus on policy and advocacy initiatives. In addition, s/he will develop proposals for the Unit's highest potential relationships that are managed by the Executive Director (e.g. Gates Foundation), while also supporting the development of policy and advocacy proposals for major donors managed by other fund-raisers. Ensures that all proposals submitted meet the highest quality standards and all donor guidelines. Guides the Grants Manager and/or Grants/Research Assistant in budget preparation, assembly of proposal documentation, and conducting relevant research for proposal preparation. Supports the development of work plans and budgets; and coordinates or negotiates with sub-grantees and partners. Personally contributes $2M or more toward meeting the annual unit fundraising target through direct solicitations and effective cultivation and stewardship of foundation donors.  STRATEGY DEVELOPMENT AND DONOR RELATIONS: Works with the Executive Director, PAU and senior Program and ER colleagues, and ET members to develop strategies for the cultivation, solicitation, and stewardship of prospects and donors that will generate the largest contribution possible from each. Leads donor relations functions for certain foundations in the portfolio, as assigned, including those with highest potential to support policy and advocacy work. Contacts program officers, pitches ideas, obtains information about upcoming grant opportunities and solicits feedback on CARE's submissions. Identifies new funding opportunities (current and new donors), organizes donor meetings, and prepares briefing materials for the President of CARE and other senior managers, as needed. Oversees prospect research for new and existing donors, primarily conducted by Research Assistant and Grants Manager. Help the Executive Director to develop long-term resources and a multi-year strategic plan for raising six, seven and eight figure grants from major foundations in coordination with the Executive Team, Program Senior Management and the VP of Private Support. The position has approximately 20% travel including domestic and some international. REQUIREMENTS:·  At least a Bachelor's degree and 7-10 years related experience or equivalent. ·  Strong team player and analytical skills required.  ·  Experience with international humanitarian development and/or US government policy advocacy, or knowledge of CARE’s work; ·  Project design/proposal writing for foundations or comparable donors and advanced writing/editing skills strongly desired. ·  Experience with fundraising from a range of donor types is a plus.
