Access Carrier Management Specialist
JOB SUMMARY:
This position will be responsible for establishing and managing the on-going business requirement of providing capacity/connectivity between Comcast infrastructure elements (Backbone and Metro Fiber /HFC Footprint) and MSO customer locations.
The Carrier Management Specialist will serve as the organizational subject matter expert in all matters requiring 3rd party solutions to enable delivery of services to Comcast customers and will be the point person to bring in Comcast organizations required to assist in the implementation of the 3rd party solution.
ESSENTIAL FUNCTIONS OF POSITION INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:
NPV and ROI analysis of competing architectures for network connectivity and access
Analysis of business and technical requirements associated with volume commitments to suppliers and third party vendors
Development and management of terms and conditions associated with interconnection between third party access vendors, Comcast Media Center, and Comcast Commercial Customers
Analysis of business process related to ongoing management of third party access expense
Conduct build versus lease analysis between competing network designs related to connectivity requirements to Comcast customers
Development and management of third party metro access solutions in support of Comcast Media Center commercial opportunities
Develop and manage business requirements related to the ongoing management of third party costs and the future optimization thereof
Promote network cost efficiencies through management of term volume levels, ETL management, and product analysis with 3rd party vendors
Management of third party vendor relationships through the development of SLA criteria and coordination of training efforts between internal provisioning teams and third parties
Ongoing analysis of vendor products
Planning and coordinating functions related to capacity management (Comcast and 3rd Party vendor) and forecasted equipment utilization (Comcast and 3rd party vendor)
Assist in promoting network cost efficiencies through creation or training, best practices, and processes as related to existing IT systems and third party ordering and billing requirements
Assist in ongoing dispute and expense reconciliation efforts by interfacing with appropriate financial and accounting departments
Punctual, regular, and consistent attendance.
QUALIFICATIONS:
Job Requirements
Ability to incorporate cross-departmental business rules into the sourcing, management, and implementation of 3rd party last mile solutions. Requires overall ownership of solution and associated constituent groups (Engineering, Operations, Sales, and Product Management)
Effective written and personal communication skills
Ability to operate business-related office equipment
Basic computer proficiency in e-Mail, spreadsheets, word processing, GIS software, and databases
Basic understanding of service support systems operation
In depth product knowledge of third party vendor communications/transport products and associated business rules, terms, and conditions
Extensive knowledge of Local Exchange Carrier tarrifed/regulated communications services
Architectural engineering level understanding of SONET, TDM, Ethernet and IP transport
General knowledge of Telecommunications Industry and regulations
Understanding of Generally Accepted Accounting Principles and General Ledger
PREFERRED QUALIFICATIONS:
7 - 10 years of relevant industry experience in access management roles to include, planning, ordering, designing and managing both purchased and leased capacity use for access
Ability to build financial models and analysis of competing access architectures and options
Engineering degree from accredited 4 year college; MBA is a plus
Network engineering experience in the design of SONET, Ethernet, and IP transport systems
Contract management skills
Relationship management skills
