Director Greenhouse Gas Programs
Job Description:I. Job SummaryThis position reports directly to the Senior Director of Air Programs and will be responsible for managing functional strategy & policy directives to meet the following air quality initiatives: enterprise-wide carbon foot printing, greenhouse gas offset program development/credit sales, standardize data collection procedures, record keeping and reporting formats for greenhouse gas program needs; tracking greenhouse gas projects and emerging greenhouse gas state, regional, federal program requirements. This proposed position will also coordinate with Government Affairs and provide direction to field Air Program Directors, on emerging GHG regulation, including preparation of policies, guidance and training. II. Essential Duties and Responsibilities include the following. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned. Manage development and implementation of enterprise-wide carbon footprint. Lead field and corporate Managers in establishing new/modify existing data collection requirements pertaining to various Greenhouse gas program and disclosure requirements. Work with and/or oversee consultants/sites in preparation of greenhouse gas emissions inventories, emission reduction project verifications, carbon foot printing applications, etc. Direct field and consultants on developing methane offset projects for registration with CCX. Conduct spot/block trading with CCX members and daily trading activity on the CCX trading platform. Lead preparation of emission inventory reports in support of CCX Program and other disclosure requirements. Interface and negotiate with state/federal regulators pertaining to greenhouse gas programs/polices. Support Governmental Affairs, Legal, and Air Program with interfacing/negotiating/educating regulators, and trading registries on greenhouse gas initiatives, regulatory interpretative issues, greenhouse gas emissions quantification protocols, policies and program development. Coordinate with other Air Program staff to implement new regulatory requirements or other related air programs (i.e., greenhouse gas initiatives). Develop/Implement training programs, guidance documents, standard procedures for WM staff on greenhouse gas regulatory issues. Work with other Air Program staff and Group technical resources to optimize operations of existing landfill GCCS systems. Interpersonal skills in developing stakeholder acceptance and regulatory negotiations. Leadership, motivational and social skills to gain and maintain advocacy for corporate air program/greenhouse gas initiatives such as carbon foot printing. Knowledge and aptitude for greenhouse gas trading systems and/or carbon foot printing/ greenhouse gas emissions inventorying processes. Understanding of emerging state, regional and federal greenhouse gas rules, registries and programs. Computer information systems/database management experience is desired. III. QualificationsThe requirements listed below are representative of the qualifications necessary to perform the job. A. Education and ExperienceRequired: Bachelors Degree in the Sciences, Civil Engineering, Environmental Engineering, or Chemical Engineering. 7 to 10 years professional environmental management experience 3 to 5 years air quality related experience, Professional experience in preparing emissions inventorying and/or air permitting with emphasis in greenhouse gas inventorying and/or carbon footprinting procedures/techniques, and/or database management/information systems. Proven technical project management skills. Experience in regulatory/public policy negotiations and/or advocacy.Desired: MBA or MS in Science, or Engineering Direct negotiation skills with local, state and/or federal Air Agencies. Database information systems/management experience. Professional experience in emissions or commodities trading/brokering. B.
