Position Description:

ADP TotalSource is part of the Employer Services division of Automatic Data Processing (NYSE: ADP), which has more than $7 billion in revenues and 570,000 clients worldwide and is one of the largest providers of a broad range of premier, mission-critical, cost-effective transaction processing and information-based business solutions.Basic Functions;Direct the ADP TotalSource Regional Benefits Department with full accountability for the budget, staff planning and development, and product/service delivery to regional office. Ensure health and welfare products, policies, procedures, and processes support the organizational and business goals of TotalSource. Partner with the Regional Senior Management Team, developing short and long term strategies and assume responsibility for the implementation of these strategies.• Directs regional implementation of new client benefit plans and manage the ongoing administration of existing client benefit plans. • Executes policies, procedures & business rules established by Division Benefits and Carrier Relations that support goals of ADP TS. Responsible for the overall level of service and satisfaction of clients with respect to Health and Welfare products. • Support Division Benefits and Carrier Relations in determining and maintaining region specific plan design requirements to maintain market competitiveness.• Benefits Business Policy Management: Manage the development, training and enforcement of business rules as dictated by business objectives and compliance regulations for benefits products. • Enforce company wide policies, practices and procedures complying with federal and statutory legislation, and the Internal Revenue code.• Annual Health Plan Renewal (Open Enrollment): Manage the execution of annual open enrollments ensuring compliance with Sec 125, FSA, HSA, HIPAA & COBRA plan administration. • Enforcement & education of benefit business rules developed by Division Benefits and Carrier Relations. • Manage and enforce the developed Open Enrollment timeline ensuring that all milestones are met. • Act as regional representative on major organizational projects that impact benefits. • Regional Support: Work with benefit, payroll specialists and representatives coordinating and integrating a variety of internal functions (Systems, Finance, HRIS, Payroll) to support benefit plans. • Solicit technical expertise, training, support and assistance from division so team can effectively administer plans on a day to day basis. Evaluate and recommend opportunities to reduce operational costs• Department Management: Handle HR functions for Regional Benefits Department including determining staffing needs, making selection recommendations, conducting performance appraisals, and providing recommendations for salary increases and promotions. • Prepare, monitor, and maintain benefits administration management information reports, carrier statistics, project plans, and budgets.

Qualifications:

• Bachelors degree or equivalent business experience is required.• A minimum of 4-6 years business experience and 1-2 yrs people management responsibilities are required.
