GENERAL SUMMARY: Position is on the research staff of LMI, a private, not-for-profit management consulting organization located in McLean, VA that provides solutions to the Federal Government. This is an off-site position in Warrenton, VA. PRINCIPAL DUTIES AND RESPONSIBILITIES: (Essential Job Functions) This position is for a full-time facility recapitalization manager on site in a Planning and Support Office (PSO) at a federal government base in Warrenton, VA. The responsibilities of the PSO range from initial facility project consultation, space analysis, cost estimating, proposal reviews, project schedule preparation and maintenance, standardization of project management documentation and practices, strategic planning, project close-out, and document archiving. The PSO is expanding its tasks to include management of a facilities recapitalization program. This position is for a full-time Recapitalization Manager to support the PSO's new program. The incumbent shall perform the following duties: Gather, research, compile, analyze, and organize information from files, maps, drawings, reports, studies, and maintenance tools pertaining to the history and condition of the Base facility assets. Conduct interviews, surveys, and site inspections concerning factors that affect the Base assets and recapitalization. Prepare and maintain reports, studies, and action plans pertaining to the Base recapitalization; e.g., overall facility condition, urgent requirements, and two- and five-year projected requirements. Act as liaison among Operations and Maintenance (O&M), Engineering, Project Managers, and the Base Management, on recapitalization issues. Participate in and support the Base strategic planning efforts including master planning and configuration standards as they apply to recapitalization. Develop and administer cost estimates, budgets, and schedules for recapitalization, taking into account inflation and other variable factors. Prioritize recapitalization efforts. Assess and manage the risk associated with deferred maintenance and recapitalization projects. KNOWLEDGE, SKILLS AND ABILITIES: The incumbent shall have an in-depth understanding of facilities with emphasis in maintenance and recapitalization; be familiar with Maximo software, and Computerized Maintenance Management System (CMMS) tools; possess project planning and execution experience, and be familiar with Federal Government budget development. BA/BS. in related field preferred. SECURITY CLEARANCE: Position requires an active TS/SCI with a current full-scope polygraph. Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.The background investigation for the clearance must have been completed within the past 5 years.
