HR MANAGER - ANGOLA

HSE HR Manager (3 year Angola Assignment)

 

General Summary:

 

The HSE HR Manager oversees the administration of hiring, retention, termination, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies.  Responsibilities include development and administration of personnel rules and regulations, pay and job classification structure, and programs for employee training, safety, health, and morale.  Reports directly and functionally to Division President and HSE Vice Presidents.  Responsible for developing, coordinating and directing the implementation of HSE programs and processes, for multiple product line manufacturing, installation and service division.  Interfaces with local leadership team to provide guidance, information and coaching to facilitate continuous HSE improvement. Keeps informed of regulatory and industry trends, and assists in the development of strategies to address upcoming trends. Assists in the expansion of market position through improvement in HSE performance, and represents company interests to industry groups, governmental and non-governmental organizations, etc., on HSE issues.

 

Essential Functions:

 

1. Sets policies for hiring and overseas adherence to affirmative action programs and diversity goals

2. Establishes policies that seek to increase retention rates and foster employee job satisfaction and high morale. 

3. Approves terminations, and exercises care that reasons are well documented and are not arbitrary or discriminatory.

4. Oversees maintenance of accurate and complete personnel records. 

5. Ensures that rules concerning confidentiality and retention are followed.

6. Keeps abreast of legislation affecting human resources; trains management and monitors company policies to ensure compliance with country laws.

7. Oversees preparation of job descriptions and compensation programs.  Seeks incentive programs that encourage excellent performance and increase retention rates.

8. Reviews benefits and tries to maximize job satisfaction while keeping the cost of the benefits package under control.

9. Works with top management to set long-term staffing goals and strategies.

10.  Provides advice and guidance to line management to ensure compliance with all HSE standards and reporting requirements promulgated by the Company and by applicable governing law, and audit agencies.

11.  Must be commercially aware to balance the financial goals of the company with external regulations, regulatory and industry trends.

12.  Is expected to interface with the senior levels of the company, as well as with external stakeholders.

13.  Provides management and professional development of HSE professionals within areas of responsibility

14.  Also responsible for providing programs and guidance on HSE training needs of employees on a region-wide basis.

15.  Responsible for developing, coordinating, and overseeing HSE strategies and processes aligned with and in furtherance of global HSE strategies.

16.  Expected to interface with HSE personnel of business streams to facilitate the spread of best practices and an appropriately consistent approach to HSE across all product lines.  Must have demonstrated knowledge of API and ISO standards, and advanced knowledge of all OSHA rules and regulations.

17.  Develop best in class HSE performance, drive culture change and provide demonstrable process improvements through “H” factor and cost of quality measures.

 

Job Specifications:

1. B.B.A. or BS Degree preferably Engineering or Industrial Manufacturing and HR

2. A minimum five years of experience in human resources with increasing supervisory responsibilities.

3. Thorough knowledge of laws affecting human resources administration.

4. Demonstrated management and organizational skills.

5. Excellent interpersonal and communication skills.

6. Ability to demonstrate initiative and assertiveness, the ability to plan and manage work in an efficient manner, and the ability to work well under stress and time pressures

7. Manufacturing experience is a must, multi-plant experience is desirable. 

8. Presentation skills and excellent interpersonal skills required. Position requires strong leadership, communication and organizational skills

9. Overseas 3 year relocation.

1. The noise level in the work environment is usually moderate i.e., Business office with computer workstations and computer printers, with light traffic. However, work assignments may require travel to remote offices or construction sites where there may be some variation to the environment.
