Investment Portfolio Mgr

Job Description:Summary:This position is responsible for a broad range of investment-related responsibilities, including but not limited to assisting the Vice President, Business Development, Treasury & Investments with investment portfolio strategic planning for all asset pools, overseeing daily trading in various corporate and pension fund pools, directing liquidity analysis / cash management, credit and quality analysis and asset transfers between external portfolio managers and financial institutions. This position will report to the Vice President, Business Development, Treasury & Investments and be responsible for working with other leadership and the Board of Directors in the successful investment of BCBSM and affiliated corporate reserves, pension plan assets, 401K and non-qualified benefit assets. This position will also be responsible for managing personnel on both the investment accounting and cash management teams.Accountabilities:1. Provide daily leadership and management support to cash management and investment accounting personnel2. Ensure liquidity needs have been identified and planned for with regards to Operating Fund maturities and the timing of those maturities3. Ensure that all investment activity falls within the scope of the investment policy, specifically, allocation, restrictions on quality, sector weight, individual holding weight, and restricted issues4. Ensure compliance with and coordinate audit efforts related to Department of Commerce, NAIC and SEC investment regulations and statutory and GAAP investment accounting standards. Serve as an investment contact responsible for audits by the Department of Commerce, the Department of Health, the SEC, and the Internal Revenue Service.5. Maintain internal controls & compliance over investments required for Sarbanes-Oxley & ICOFR legislation6. Serve on internal investment committee and attend external BCBSM Investment Committee Meetings, as requested7. Monitor stock and bond investments, managers, and transactions8. Evaluate gains and losses and determine necessary impairment transactions9. Oversee the maintenance of the investment systems, including Princeton Financial Systems’ Portfolio Accounting and Management (PAM), Bloomberg, and any interfaces to SAP10. Oversee the transitional details associated with the liquidation of terminated manager portfolios and negotiating terms, account set-up and transition of assets to new approved managers11. Prepare monthly & quarterly Investment Reports and other investment materials, as requested, for Board of Directors of BCBSM and affiliated companies 12. Prepare information required for annual investment footnotes to financial statements13. Maintain and update corporate investment policies, objectives and procedures for BCBSM and affiliated companies. Ensure annual compliance review is performed for appropriate investment committees and Board of Directors14. Assist with the management of the insurance risk portolioQualifications:1. Undergraduate degree in Finance, Economics, Mathematics or a related field.2. Three years of fixed income/investment portfolio management experience.3. MBA required.4. CFA preferred.5. CPA preferred.6. Broad knowledge of PAM, Bloomberg, Bond Edge, Yield Book, & MS Access.7. Excellent written and oral communication skills with the ability to present complex investment information to diverse audiences.8. Proven ability to lead a diverse employee group in a fast-paced environment.9. Exceptional organizational and time management skills.10. Proven ability to handle a variety of challenging responsibilities.11. Well-developed quantitative analytical and problem-solving skills, including understanding of complex investment concepts.12. Broad knowledge of investment community & products / strategies.13. Broad knowledge of NAIC, SEC, and IRS rules and regulations.14.
