Primary customer industries include Refining and Petrochemicals, Upstream Oil and Gas, Pharmaceuticals and Fine Chemicals, and Power and Utilities.PRINCIPAL PROPOSAL SPECIALIST Develops and implements a consistent, systematic proposal process for assigned area, district or region. Responsible for a thorough evaluation of what is to be bid. Identifies a proposal team and conducts a site visit (if necessary). Reviews the project scope, specifications, and schedule. Establishes, with the appropriate account manager, the final proposal strategy to ensure continuity with the overall project strategy. Negotiate buyout bids. Prepare final I/O calculation, develop block diagram. Utilize computer based tools to develop PBT and bid analyses for discount authorization requests.Networks with senior internal and external personnel in own area of expertise. Ensures that the customer solution is understood and feasible. Identify and resolve any (potential) implementation issues. Coordinate with all the appropriate areas within the company (e.g., Customer Engineering, Field Services, Construction, Contracts, Industry marketing) regarding the terms, conditions, technical requirements. Coordinates follow-up on bid and works with the Sales person to conduct the post-bid review with the customer. Reviews the action items with customer, assisting in the definition of project scheduling including: documentation issue dates, hardware delivery, construction milestones, cut over and commissioning plans.Knowledge of a seasoned, experienced professional with a full understanding of area of specialization; resolves a wide range of issues in creative ways. Responsible for the resolution of any commercial issues with Contracts area. Conduct a detailed review of project scope and schedule; review final engineering bid and services bid for adherence to the required scope of supply. Review the buyout/3rd party quotation portion of the proposal. Reviews overall descriptions and/or prepares the final proposal write-ups, including an executive summary, “T of C” changes, the final block diagram, and a document which outlines any exceptions or clarifications. Reviews and/or prepares customer requested bid forms as part of the proposal. Once receiving PBT approval, develop PBT to customer prices. Ensures all final bids are based on appropriate PBT.Able to work on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Must be capable of working on multiple projects in a given time frame.Normally receives little instruction on day-to-day work, general instructions on new assignments. Provides order entry support and sales support activities, as required. Works with customer engineering through the initial phases of the project by ensuring seamless transition from sales to customer engineering and service with a comprehensive order entry transfer report and PBT analysis. Works closely with the Sales person to insure all elements of the order transfer report are addressed and documented. May provide training, provides input on performance evaluations of proposal office staff personnel as appropriate to the situation. Ensures proper coordination and cross-training with other inside sales support areas. Maintains detailed documentation of the proposal and order entry process and associated support responsibilities.Education Required: Degree in Engineering or related work experience and disciplinesExperience Required: A minimum of 6- 10 years of related experience in Commercial Power, DCS, SCADA, PLC and E&I.
