PROPOSAL MANAGER

SUMMARY



The Proposal Manager – MCO/Strategic Markets is responsible for the day to day management of all proposals related to MCO/Strategic Markets.  In addition to owning the proposals for MCO/Strategic markets, this role also serves as final review on all bids prior to approval and pricing.  The Proposal Manager – MCO/Strategic Markets will be supported by proposal writer team, SMEs, financial staff and others to ensure we put forth a cohesive and comprehensive bid to allow sales to further relationship, be invited to participate in finalist presentations, and ultimately win new sales.  This role, as with all rfp team members is required to enforce pre-defined processes and procedures, including bid calls, pricing review, content management within RPF Machine, and more.

JOB DUTIES

 

o        Manage all MCO and strategic market proposals from start to finish

o        Serve as final review of all market bids to ensure continuity and that content meets both corporate and sales objectives

o        Work with appropriate product managers and other SMEs to ensure content within RFP machine meets corporate standards.

o        Provide strategic direction on RFPs… to all team staff, including required response structure and recommendations on SME involvement for language reviews for legal, repricing requirements, formulary analyses, network analyses, etc…

o        Work with Sales staff on strategic positioning issues related to specific opportunities

o        Address all SME questions identified by the analyst, resolving many through use of the database or logic and escalating to SMEs where appropriate (to minimize disruption) or to the Director, Strategic Development & Analytics.

o        Provide a line item review of all deliverables before submission for Sales review, editing on screen in a new version so that the history can be tracked for performance improvement purposes

o        Manage all content specific to MCO/strategic markets within proposal database (RFP Machine) to ensure accurate and current subject matter expert responses, incorporating new information after each proposal.

o        Act as the primary analyst for all Finalist Stage deliverables, which often have high complexity and short turnaround times

o        Leverage SalesLogix to help manage all Proposal team work efforts, acting as a secondary producer of RFP notifications, Go / No Go analysis, and Proposals in Process and other reports (where necessary).

o        Assist channel partners with day to day proposal needs

o        Oversee the SME data update process

o        Oversee special projects such as the development / update of standard proposals (PBM, Specialty Pharmacy, discount card), process documentation, and the creation of various templates (e.g., cover letters, executive summaries).

 

 

EDUCATIONAL REQUIREMENTS

 

o          Minimum of a Bachelor ‘s degree required

 

 

EXPERIENCE AND SKILL REQUIREMENTS

 

o          Minimum 5 years RFP experience in the healthcare industry.

o          PBM/Pharmacy industry experience preferred.

o          Proven track record of achieving/exceeding RFP goals

o          Ability to develop and leverage relationships with RFP team, subject matter experts, channel partners and 

       sales staff

o          Excellent process management skills

o          Excellent written and verbal communication skills

o          Excellent presentation skills

o          Proficient level of computer skills

o          Experience with RFP database tools (RFP Machine, PMAPS, et al)

o          Proficient using various software applications (e.g. MicroSoft WORD, Excel, PowerPoint, Sales Logix)
