HARC is seeking a Senior Research Scientist/Engineer to both continue oversight of the current portfolio and provide guidance and direction for the future of the New Technology Research and Development (NTRD) program. HARC has been managing the NTRD program since March of 2006 and has established a broad technology development portfolio with 40 funded projects for a combined value exceeding $20M (9 million per year).
The primary objective of the NTRD Program is to promote the development, verification, and commercialization of NOx emissions reduction technologies for a broad array of diesel equipment including on-road heavy duty trucks, construction equipment, locomotives, and marine vessels.
Education: an advanced degree in engineering or a science discipline is required. A doctorate degree is preferred.
Experience: A minimum of 15 years experience in research and/or technology development related to air emissions reduction technologies, in particular, technologies related to reductions in nitrogen oxide (NOx) emissions, for example selective catalytic reduction (SCR) technologies, diesel fuel additives, and other mechanical and chemical technologies. Program management experience required. The successful candidate should have in-depth understanding of onroad/offroad emission sources, and related technologies to reduce such emission. Proven ability to develop additional research and funding opportunities.
Other Skills: Broad, technical understanding of air emissions reduction technologies and related sciences. Must be able to quickly become familiar with the Texas State Implementation Plan (SIP) process and associated air quality policy and regulatory processes at the state and federal levels. Strong communication skills including the preparation – and delivery – of various technical reports, oral presentations and proposals as necessary. Must have strong teamwork and organizational skills.
Duties: Position will report to the Vice President and Chief Operating Officer (VP/COO). Position will also involve direct interaction with the TERC Board of Directors and Executive Director as well as nationally known air emissions technical experts. Duties include, but are not limited to, participation in HARC’s management function of the Texas Environmental Research Consortium (TERC) research plan and process, which involves project identification, development of scopes of work, oversight of a competitive proposal process, facilitation of special studies, organization and participation in various committees, coordination with U.S. Environmental Protection Agency and other organizations as necessary, interpretation and communication of program activities and results, and pursuit of additional research opportunities.
