Excel/Outlook/PowerPoint/Word Level 1, Oracle Procurement Module  Sourcing Mechanism Select appropriate sourcing mechanism(e.g. existing (global) contract, on-line bidding, negotiation, sealed tender) based on the category or project strategy, specific demand requirements and current market conditions Pre-Qualify Appropriate Suppliers Establish the criteria to be applied in the pre-qualification of potential sources for specific goods and services requirements (e.g. financial stability, distributorship, level of service)     Logistics Plan Prepare a logistics plan, with transportation vendor, indicating the most effective and efficient routes to reduce HSE risk exposure and cost, including the provision for backloads with special emphasis on communications, rest breaks and legal maximum working hours for transportation personnel. The logistics plan should take into account any special conditions e.g. weather, detours, traffic density, accident blackspots etc. Logistics Resource Requirements and Responsibilities Establish logistics resource requirements for specific goods or services.
