Senior Developer/Senior Programmer Analyst
SENIOR DEVELOPER/SENIOR PROGRAMMER ANALYST OBJECTIVE:Obtain the expertise of a highly qualified Senior Systems Developer/Senior Programmer Analyst/Consultant to support the application systems development/programming and maintenance tasks of various application systems and databases for the Office of AIDS Programs and Policy (OAPP). The individual will join the team of Information Systems staff in providing high quality systems development and modifications services to OAPP.BACKGROUND:OAPP has been developing/implementing/maintaining various types of Program wide web based, integrated, and complex application systems with different modules that support OAPP’s administration, contracts, HIV/AIDS services reporting and management needs. The tasks to be performed by this Consultant include: system requirements analysis, systems design, systems specification, database design, application systems development, and maintenance programming. He/she will be in a lead developer position in the design, development, modifications, and maintenance of the various application systems and databases. The Consultant will be assigned to the main technical staff that consults and leads programming/maintenance staff, participate in scheduling, coaching systems development and support staff, and documenting application systems. He/She will work closely with the Applications Systems Development Manager/County Project Manager, systems/data analysis staff, and OAPP divisions’ staff to consult in areas of system requirements analysis, systems specifications, system design, development, testing and quality assurance, configurations, systems administration, and implementation. The Senior Developer will be a highly technical resource for the whole systems development and implementation effort and serve as a technical lead.SCOPE:The scope of this work will include, but is not limited to, the following: * Lead junior level developers/programmers to follow standards, methods, procedures, and use appropriate tools.* Work with systems analysis staff and OAPP divisions’ staff on detailed data and process designs and review requirement definitions to ensure consistency.* Develop accurate, consistent, relevant, and detailed application system specifications that will trace back to requirements and forward to final software products.* Lead junior level developers/programmers and make sure the delivered products are consistent with system requirements and system specifications documents.* Write programs, modules, functions, subroutines, and components relevant to modules, back-end and front-end processes, business rule routines, and system/data interfaces.* Review programs, modules, and subroutines developed by junior level developers/programmers, and make sure the quality of coding meets standards and the whole product meets requirements.* Design databases, tables, and paths for applications, libraries, and tools, which make up part of the application system solution.* Install, set-up, and tune-up databases, application system programs, stored procedures, triggers, drivers, and overall system configurations for maximum efficiency and performance.* Resolve conflicts and gaps between requirements, specifications, application system performance, and system configurations.* Work with analysts, users, and programmers on testing, quality assurance, and user documentation tasks.* Lead the programming and development staff with the development, system documentation, and help with the initial systems and database administration efforts.* Work with the analysts and project management teams to review work schedules and progress, and resolve complex technical problems that may arise.* Participate/Assist in developing detailed systems development plans. WORK ORDER ADMINISTRATION:The Application Systems Development Manager in the Information Systems (IS) section will make written assignments, monitor work in progress, and review/approve the Consultant’s time. Seven (7) years of experience within the last nine (9) years working in the following areas:a. performing/participating systems analysis and gap analysis,b. utilizing different systems analysis and design methods, c. defining and developing systems requirements,d. participating in Joint Applications Development (JAD) sessions and systems prototyping, e. develop detailed system designs and systems specifications tasks and projects.5. Seven (7) years of experience within the last nine (9) years working in the following areas:a. performing application system development/programming,b. perform debugging and testing,c. implementation of application systems and modules, d. Modifications and enhancements of Object Oriented applications,e. perform data and process modeling,f. developing programs, modules, or components.6. Seven (7) years of experience within the eight (8) years leading and participating in the development of Web-based application systems utilizing the following tools:a.
