Senior Program Manager

PURPOSE: The primary purpose of this position is to supervise a group of project managers who are responsible for portfolios of research and technology development projects performed by multiple organizations inside and outside Oak Ridge National Laboratory (ORNL).

MAJOR DUTIES/RESPONSIBILITIES:

- Responsible for utilizing effective management systems to control work progress to ensure that each project scope is met, including meeting schedule, deliverable, and budget commitments.
- Direct the project managers in creating project plans, establishing project teams, monitoring subcontracts, and managing the execution of the project, including milestones, schedules, and operational budgets.
- Serve as a primary interface for the project or program work with sponsors, customers, and stakeholders. This includes establishing multi-disciplinary, multi-organizational teams to support sponsor and customer needs.
- Establish goals and schedule resources required to meet the stated goals of ORNL and project sponsors, forecast needs in terms of manpower, equipment, facilities, etc.
- Maintain relationships with customers throughout the lifecycle of each project, from directing the project conception, proposal writing and editing, contract negotiation and award (if applicable) to project execution.
- Create and implement long-range plans for current or proposed projects.
- Ensure compliance with applicable requirements, standards, and objectives
- Consistently applies appropriate ES&H standards.
- Maintain a strong commitment to the implementation and perpetuation of values and ethics.

QUALIFICATIONS REQUIRED: Bachelor's degree in engineering or related field is required with a minimum of twenty years of progressive experience in engineering and program, project, or organizational management, or an equivalent combination of education and relevant work experience. Excellent Project Management and organizational skills and experience in leading and facilitating cross-functional groups are required. Ability to act in both a managerial and technical capacity in providing leadership for projects. The incumbent must possess knowledge of uranium processing, security systems, protective force operations, nuclear/chemical/biological protection measures, material control and accountability, the intelligence community, and homeland security. Experience with a variety of funding mechanisms such as subcontracting, memorandums of understanding (MOUs), and Work for Others (WFO) is required. The incumbent must possess skills in organizing resources, establishing priorities along with timely follow through, along with good attention to detail. Superior interpersonal, verbal and written communication skills and the ability to foster cooperative and productive team relationships are required. Ability to exercise solid judgment within broadly defined practices and polices and resolve conflicts in a constructive and diplomatic manner. The incumbent must possess the ability to actively listen to and solicit others’ points of view, react positively to change, and cooperate readily with revised methods and priorities. This position requires the ability to travel.

This position requires the possession and maintenance of a DOE “Q” security clearance and a Sensitive Compartmented Information (SCI) clearance based on Director of Central Intelligence Directive 6/4, which requires U.S. citizenship. Additionally, all employees of the Division are required to successfully complete an evaluation, including a polygraph examination. QUALIFICATIONS DESIRED: Master’s or advanced degree in engineering, or related field is preferred. Working knowledge of ORNL business systems is desired. Experience in nonproliferation or defense programs involving foreign countries’ nuclear or defense facilities is highly desirable. WORK DIRECTION AND INTERFACES: This position reports to the R&D Manager, Center for National Security Advanced Technology in the Global Initiatives Directorate.
