We are currently looking for a seasoned professional to join our team as a Project/Program Manager for TSA within the Dept. of Homeland Security. The Electronic Checked Baggage Program is the largest Acquisition program in TSA.
Job Description:
Responsible for providing project management support for TSA to include but not limited to:Provide programmatic support for Deployment department responsible for executing airport projects Accountable for lifecycle management of internal processes to include managing expectations and participation as new processes are created, documented, and initiatedDevelop new processes, work methods and supporting materials to include (but not limited to): process flows, roles and responsibility matrixes, presentations and management briefs, training materials, work instructions, status communications, project plans, and implementation plans.Provide organizational change management support to program to assist, guide, implement, and lead shift in work methods of all PM and support staffCreate program document control methods, templates, and standardsEffectively collaborate and manage deliverables requiring input from multiple parties to include TSA and various support contractorsResponsible for writing draft TSA responses addressing status of airport projects and initiativesEffectively communicate issues and status and share information to support the TSA geographic region support staff and Federal ClientsAssist with efforts to reach out to airport industry to educate and set expectations related to requirements gathering, analysis, validation, and executionActs as a primary interface on behalf of the Federal Client in many instancesDevelops, maintains, tracks, and reports all deliverables/productsManage duties in accordance with DHS and TSA acquisition policiesPerforms analyses and prepares reports in order to ensure contracts are within negotiated and agreed-upon parameters and are within government cost-control guidelinesReports progress on a weekly basis to government and contractor team leads

Onsite at TSA offices (Pentagon City) and offsite at Crystal City, VA
REQUIREMENTSSecret security clearance (preferred)BA/BS degreeTechnical industry experience preferred - construction, engineering, aviation, or equivalent Minimum 8 years experience and maximum of 15 years experience5 years of experience in cost, schedule and performanceExperience in the federal space in developing and tracking schedules Managing the breadth of projects from inception to closureDemonstrated ability to resolve complex issues and support quality controlDemonstrated superior customer service, oral and written and change management communication skillsSelf-starter attitudeAbility to present creative solutions to challenges presented in a fluid and fast paced client environmentPrior experience with U.S. Government acquisitions/contracts management process and managing federal production contracts a plusProgram Manager certification (PMP, DAWIA or equivalent) preferred
