Technical Expert / Counter Intelligence Officer
The primary purpose of this position is to serve as the OR-OCI Counterintelligence Officer/Technical Expert, under the direction and supervision of the Senior Counterintelligence Officer (SCIO) of Oak Ridge. As the focal point for the Cyber Division, the incumbent provides expert technical management, oversight of innovative cyber projects, cyber security direction, and information technology (IT) expertise to the OR-OCI. This position makes value-added contributions that affect the successful integration of DOE efforts with those of the United States Intelligence Community (USIC), especially in the USIC-wide cyber IN-20 investigations.
- Serves as the OR-OCI Counterintelligence Officer/Technical Expert and advisor to the SCIO. Responsible for the successful planning, implementation, and day-to-day operation of the OR-OCI Cyber Division.
- Provides expert technical management, oversight of innovative cyber projects, cyber security direction, and information technology (IT) expertise to the OR-OCI.
- Makes value-added contributions that affect the successful integration of DOE efforts with those of the United States Intelligence Community (USIC), especially in the USIC-wide cyber IN-20 investigations
- Performs counterintelligence officer activities deemed necessary by the SCIO to support the DOE IN-20 Division. These activities include, but are not limited to the following: (1) Participate in and support CI Awareness Program activities; (2) Participate in the Foreign Visitor and Assignee and Foreign Travel Briefing Program; (3) Conduct investigations and support IN-20 activities by the FBI and other USIC members; (4) Enter all applicable data into the appropriate IN-20 data bases and keep the SCIO apprised of all significant CI information and events.
- Coordinates implementation of USIC standards, policies and procedures regarding safeguarding of computer assets. Advises the SCIO of procedural and budgetary issues raised during this process, and recommends alternative actions as appropriate.
- Evaluates the overall effectiveness and adequacy of the OR-OCI Cyber Division in light of its evolving mission. Conceives and initiates cyber and management systems to accomplish necessary improvements. Assesses unforeseen developments, new phenomena, and difficulties encountered and recommends changes in direction and approach to the SCIO.
- Develops liaison contacts within the USIC and represents IN on USIC-wide cyber IN investigations and task forces.
- Develops written and oral presentations that convey ideas, facts, conclusions, estimates and projections to DOE and USIC personnel of varying levels of CI experience and technical expertise.
- Prepares assessments, conducts analysis, and writes appropriate results and provides them to the SCIO as required.
- Conducts briefings on CI issues, including CI investigations and foreign intelligence threats, to DOE personnel.
- Conducts briefings and prepares material in support of the CI Awareness Program.
- Supports the Investigation Program by conducting briefings of DOE travelers to foreign countries, DOE hosts and escorts of foreign visitors and assignees, and debriefings as appropriate.
- Supports all cyber activities regarding intrusion incidents into classified and unclassified computer systems. In coordination with computer security officials and appropriate law enforcement entities, analyzes and evaluates available information to determine foreign intelligence organization involvement and determines protective actions to be taken.
- Utilizes a high degree of individual judgment in developing management oversight policies and regulations to meet the needs of the organization. The conclusions and recommendations of the incumbent are generally accepted by policy-making officials and strongly influence policy decisions on intelligence matters of great importance. The incumbent's work is considered to be technically and substantively authoritative.

QUALIFICATIONS REQUIRED: Bachelor's degree in a Computer Science/Information Technology related discipline is required with at least five years of experience directly related to computer or network security (or an equivalent combination of education and experience). Requires extensive knowledge of IT management practices at Oak Ridge National Laboratory, the cyber activities, the USIC IN program and the Laboratory's relationship with DOE. Strong familiarity with DOE programs and locations and the nature of the foreign technical intelligence threat directed against them is required. Significant experience performing work in the collection, investigation, analysis, evaluation, interpretation and dissemination of national security information. Demonstrated in-depth knowledge and understanding of CI operations, processes, missions and functions, in both the overseas and continental US environments. Incumbent must have the ability to determine courses of action: the approach, methods and application of such while encountering many unknowns and/or conflicting priorities.
Incumbent must have the ability to grasp conceptual ideas and exercise original thought where there is little time for deliberation and consultations, to evaluate the importance of situations and problems, and to present well-considered and sound suggestions. Excellent written, interpersonal and communication skills are essential as well as the ability to articulately convey ideas and concepts. Must be familiar with USIC information security standards. Possess general understanding of the operations, processes, mission and functions of Cyber Division activities at DOE headquarters and Field/Laboratory facilities.
This position requires the ability to acquire and maintain a DOE "Q" security clearance. Additionally, all employees of the Division are required to successfully complete an evaluation, including a scope polygraph examination, and must be eligible for access to Sensitive Compartmented Information (SCI) based on Director of Central Intelligence Directive 6/4.
GUIDELINES: Guidelines are stated broadly in United States Treaties and statutes, Executive Orders, Presidential Decision Directives, DOE Orders and Notices, DOE Announcements, The Atomic Energy Act of 1954 as amended, DOE policies and procedures, and regulations promulgated by the Director of Central Intelligence. The incumbent must use considerable and sound judgment in applying or interpreting the intent of such guidelines and in developing appropriate programs to fulfill their intent.
WORK DIRECTION AND INTERFACES: Incumbent performs under the administrative and operational direction of the SCIO, who sets general priorities and objectives, and provides overall guidance. Contacts include top-level managers with DOE and other agencies and contractor organizations, as well as administrative and technical specialists within DOE. Settings range from moderately structured to highly impromptu and unplanned, and often involve sensitive situations requiring immediate resolution.
MEASURES OF EFFECTIVENESS:
- Development of CI reports, presentations, and briefings must be timely, appropriate, and accurate.
- Completed work and performance are evaluated in terms of accomplishment of program objectives, timeliness, quality and quantity standards met, and procedural, policy and regulatory compliance. Work is reviewed for compliance with national requirements and conformance to policy.
