Residential Manager/ Compliance Specialist
The Pike Place Market, PDA is seeking an experienced COS and C3P Compliance Specialist (certified or equivalent experience) to join our dedicated Residential department. The Residential Property Management team works collaboratively to maintain the occupancy and regulatory compliance of units of affordable housing. The Compliance Specialist works in cooperation with the Residential Managers and Portfolio Manager.
Minimum Requirements:
Previous affordable housing compliance experience that demonstrates knowledge of initial and annual certification process including income calculations.Experience and/or training in compliance activities required by the Low Income Housing Tax Credit program and other programs .Experience and/or training in Section 8/Rent Supplement programs (HUD and SHA).Experience and/or training in REAC compliance. Customer service, problem solving, critical thinker skills and ability to respond quickly and professionally to a wide range of diverse groups and individuals.Strong attention to detail and analytic skillsAbility to work independently and as a team member.Dependable, self-motivated and organized individual skilled at multitasking, meeting deadlines and producing high quality work.Good oral and written communication skills.Experienced in Microsoft Office applications, including Excel, Word and OutlookKnowledge of Seattle Rental Agreement Regulation Ordinance and Washington State Landlord-Tenant law.
Preferred Qualifications:
NCHM COS and Spectrum C3P or equivalent.WSHFC/LIHTX training.Experience working with Yardi Property Management software. Experience with REAC and MOR on-site inspections.
General Responsibilities Include:
Ensure initial and annual certification process of Section 8 and Tax Credit applicants/households are in compliance with HUD and WSFHC/LIHTC programs.Ensure necessary standards required of HUD and WSFHC/LIHTC housing with regard to current laws of HUD/Tax Credit are followed.Review all HUD and Tax Credit files prior to Move-in, Interim and Recertification.Cross reference Portfolio Manager with files.Function as a liaison with residents and regulatory agencies. On-going training/support to Residential Managers on compliance requirements.Manage day to day operations of a tax credit property of 63 units Inspect premises and work order system to track and record repairs.Interview prospective tenants, perform tenant screening, and complete HUD qualification process.Maintain Waitlist and collect rentEnforce lease and building rules and regulationsGather information for regular recertification’s and assist in preparation of initial recertification (or initial certification).Coordinate with community/ service providers to care for any special needs of disabled tenants.Maintain open communication and informal contact with tenant while on the property and respond to on-call request for service.Work with a large, unique and diverse resident population of low-income residentsWork with Portfolio Manager in planning for, coordinating and reviewing annual MOR and REAC inspections, ensure compliance of five affordable housing community waitlist and three-market rate waitlist
WORK ENVIRONMENT/PHYSICAL DEMANDS:
Work is performed in a busy office setting, which is non-smoking, and subject to temperature variances due to western exposure and no-centralized heating system. Must be ambulatory, able to walk long distances on uneven surfaces, climb stairs, work in confined space for long periods of time, operate a phone, computer, carry on person a 2-way radio, carry or lift 20 pounds, carry and lift sandwich/signage boards and work outside in Pacific Northwest weather. Work environment is fast-paced and requires the ability to work under pressure.
