Job Summary
Provides pre-development & entitlement planning, feasibility, environmental and/or brownfield analysis, general research and analysis, technical assistance, management and liaison support for division and Authority sponsored development projects, products and other initiatives, with a focus on the Urban and Portfields markets.
Essential Duties and Responsibilities
Develops, administers, processes, and approves all entitlement procedures in the Division, specifically, as it relates to document orientation & dissemination. Leads and manages the entitlement risk mitigation proposal construct.
Serves as the Specialist within the Division and the Authority with regards to resolving Brownfield and other environmental challenges. Acts as point of contact with respect to all environmental issues for the Division, coordinates and maintains all inter-agency communications and relationships with the department of environmental protection agency (DEP) and other environmental constituency groups or agencies. Prepares and secures development permits and approvals from various regulatory entities for construction of Urban & Site Development projects.
Produces sound investigations, analyses, evaluations, and cost estimates as it relates to the cost effectiveness of site & land development issues.
Leads the land planning process with regards to produce mix and layout specifically as it relates to the ready for growth sites.
Prepares requests for qualifications and proposals, memorandums of understanding, letters of agreement that contribute to Urban & Site Development, and occasionally the Authority’s, project implementation activities such as hiring of consultants, securing governmental grants, establishing planning and development partnerships.
Manages and directs any design build processes of the Division in coordination with other inter-agencies.
Provides technical assistance, coordination and management services on a wide range of development/redevelopment matters to: (1) Division and Authority initiatives, e.g. projects, policies, programs; (2) to various other Authority intra-agency/inter-government endeavors; and (3) to business and local/county representatives. Represents the Authority and the Urban & Site Development Division on selected interagency committees, task forces and working groups whose activities affect the planning and implementation of Real Estate/EDA projects, programs and policies.
Understands the Business Development Department mission and assists the Director Urban & Site Development to achieve Divisional goals and priorities.
Supervises and manages the work of consultants as may be needed by the Division.
Required Skills and Abilities
Knowledge of real estate development processes including basic real estate analytical and real estate computer literacy for skills.Knowledge of governmental regulations affecting real estate development/construction approvals, especially land use, zoning and redevelopment processes.Knowledge of public/private funding that supports for real estate development especially in urban areas.Excellent writing and technical skills.Specialization in urban economic development and/or real estate development including some basic real estate finance.Basic working knowledge of the legislative process (state/federal) especially as regards public funding resources to support economic development projects.Experience and demonstrated thorough knowledge of successfully managing Brownfield redevelopment processes and/or projects.Basic understanding of public policy formulation process, especially a comprehension of local/county/state land use and redevelopment policies/incentives interrelationships.Successful grantsmanship skills.Excellent interpersonal and communication skills.

Bachelor’s Degree in Urban Planning, Public Administration, Engineering, LAW, or closely related field of study and/or equivalent professional experience
§ Minimum five years working experience in the field of real estate development, design, economic development, business management, public administration, or other real estate development fields and/or any/or equivalent working experience

Position Requirements
Must complete a Conflict of Interest Law, Disclosure of Outside Office or Employment Statement form annually.
