Regional Transportation Manager
Service Management Manage daily flow of merchandise from DC to retail stores; ensuring timely, accurate and efficient delivery of all merchandise at the lowest sustainable cost. Lead on-site dedicated carrier in all areas of service, cost and execution. Manage all one-way carrier movements to ensure highest level of service at the lowest cost. Work with shipping departments on load quality processes or issues to ensure all shipping standards are met. Continuous analysis of, and improving department processes and procedures Facilitate resolution of all delivery related issues at retail stores and vendors. Responsible to deliver on-time service to retail stores (98.5% goal – FY2007) Manage Carrier Failure rate to deliver - .9% Manage DC Failure rate to deliver - .4% Manage Other rate to deliver - .2% Communication to Stores Responsible to communicate changes or failures in delivery schedules in timely manner to stores (GM, DM, and RVP) and Customer Service group. Responsible for high level of customer service with the stores in partnership with customer service team to resolve issues in less than 24 hours. Responsible to communicate changes in returns schedules in a timely manner to stores (GM, DM, and RVP) and Customer Service group. Support New store openings. Partner with carrier management on carrier selection and rates. Partner with DC ops on new store. support (pick, delivery, returns). Manage Dedicated and Common Carriers. Identify and work through failures, root cause and corrective action. Review carrier commitments and routing guide. Manage the carrier operational relationship by communicating issues and anticipated volume to carriers; especially during peaks and holidays. Review (RFD) ready for delivery times with dedicated carriers to ensure driver utilization Measure carrier performance; on-time delivery, load acceptance Identify asset and financial opportunities for regional carrier use. Manage Pick Schedule Align pick schedules to DC and carrier capabilities to balance DC labor and carrier assets while delivering or exceeding delivery service and in-stock goals. Complete audit of delivery failures by store, carrier and lane - develop clear action plans. Assist in delivering inbound service goals. Assist the DC in delivering 90% service level. Financial Management Deliver or exceed DC outbound transportation budget as a rate of sales; ensure that transportation budgetary goals are aligned with DC budgetary goals. Deliver Network outbound transportation budget as a rate of sales. Directly responsible for the financial analysis of outbound transportation operations to identify cost savings opportunities. Provide weekly and period forecasts of transportation costs to transportation finance. Provide accurate forecasts for quarter and year end. Manage pick schedule Cube Improvements – Aggressively close gap to goal. Manage pick/delivery frequency to maximize cube utilization and service. Review daily optimization performed by dedicated carrier. Review and drive shipping/optimization best practices on a daily basis. Manage Detention Charges – inbound and outbound. Review and validate dedicated and common carrier invoices. Manage the purchase and rental of storage trailers. Provide weekly backhaul report to transportation finance - confirm credits on backhauls and validate invoices. Provide weekly reconciliation of corporate refill and ACD. Communicate new FC delivery lanes to Transportation finance Improve dedicated fleet utilization through backhaul utilization and returns management. Identify opportunities for 3rd party backhaul revenue. Network with other transportation managers in the region for backhaul opportunities. Work with inbound transportation on cube and service opportunities Identify and align backhauls with returns pickups. Negotiate rates with local or regional carriers. Asset Management Improve Dedicated Fleet Utilization Detailed analysis of dedicated mileage Increase turn and utilization of dedicated assets Complete review of dedicated utilization versus common carrier Empty mileage reduction action plan Improve returns cube utilization Manage returns frequency Review brokered lane agreements Establish performance measures Routing Compliance Optimization Compliance Utilization Manage asset pools Dedicated Equipment Mix and Quantity - Trailers/Tractors Types of Equipment - Specialized Partner Carrier Trailer PoolsExecute Network Initiatives Pick schedule management Delivery Frequency Management Geographic Alignment Increase Saturday Deliveries Implement Sunday Deliveries Fixed Deliveries/Routing Revise in transit times Revise delivery windows/days Review and Revise Delivery Days and No Later Times Improve Asset Utilization Improve Service Improve Cube Utilization Improve Carrier Performance and Reduce Costs Cube Improvements Responsible for cube improvement and cube utilization of all outbound loads Develop and implement cube tracking by store and other KPI’s Develop and fully implement a process to address low cube issuesAsset Utilization Evaluates opportunities to increase asset utilization Continuous Moves 3rd Party Backhaul Staple’s Backhaul Returns Management Brokers/B Fleets Direct responsibility for daily and tactical use of dedicated carrier’s TMS Ensure loads are optimized to deliver service in a cost effective manner Ensure low-cost solution is employed Ensure current rate tables are used by TMS and costs are accurate Ensure primary carrier is selected by TMS for all lanes Ensure cube settings are optimal Ensure any issues with integration are communicated and rectifiedMinumum educational requirements: Bachelor DegreeMinimum prior related work experience: 8-10 yearsEssential Skills Required: BS degree in Transportation and Logistics In depth experience in carrier management and fleet utilization including experience in contract negotiations Knowledge of third party carrier logistics Specific optimization software experience – Manugistics Experience in route optimization Experience in greenfield start ups Experience in forward warehousing Experience in import logistics and multiple contract accountability Project management to include creation, implementation, training and financial accountability Overall supply chain experience and knowledge Detailed experience in customer service and project resolution Experience in inbound logistics Computer literacy: Access, Brio, Excel, Word, AS/400
