Job Title: Assistant Project Manager (Contingent Award) Department: Security Services ContractReports To: Project Manager/Chief of SecurityFLSA Status: Regular Full-time Exempt SummaryThe Assistant Project Manager’s (APM) primary duty is to ensure the company meets its contractual obligations. The APM is responsible for exercising leadership, maintaining high morale, directing and inspecting the performance of security personnel assigned to their site. This includes overseeing the scheduling work distribution and training, answering of questions related to work, and solving problems. The APM is the direct daily liaison between army officials and the contractor. The APM must have complete knowledge of the site, all building and facilities, post orders, emergency contact list, emergency procedures, special instructions and all post duties at the site.Supervisory ResponsibilitiesDirectly or indirectly supervises all security guard personnel on site.Essential Duties and ResponsibilitiesReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position• The APM administers instructions to security personnel assigned to the site and assures that all officers are familiar with the facility and their duties. The APM will also be certain that all officers receive and understand new, changed, or special instructions.• The APM is accountable for the proper use and maintenance of all equipment used at the site by assigned officers.• The APM will accurately maintain all field file records of employees assigned to the site. These records may include, but are not limited to, time and attendance, disciplinary actions, promotions, demotions, commendations, status/payroll change reports. • The APM manages the staffing of posts at the site in order to ensure complete coverage. This includes, but is not limited to, coverage for vacations, illness, and call-offs.• When replacement or relief officers are required from sources other than the site, the APM assists in the scheduling by contacting the Project Manager/Chief of Security for the purpose of locating and contacting additional qualified personnel.• The APM to ensure clarity, completeness, accuracy, and legibility before distribution is made reviews all written reports.• The APM will promptly notify the Project Manager/Chief of Security of all unusual or emergency situations according to post orders and company policy.• The APM will ensure that officers make timely and thorough logbook entries. The APM audits all logbook entries for completeness, accuracy and legibility.• The APM is responsible for ensuring any major incident is placed on a separate incident report and reviewing it before distribution.• The APM immediately for the purpose of obtaining authorization to implement changes reports all changes in post orders made by the army officials that impact upon the contact to the Project Manager/Chief of Security.• The APM notifies the Project Manager/Chief of Security of any outdated material contained in the post orders. The APM will also advise the Project Manager/Chief of Security of any relevant information that he/she feels should be included in the post orders. The APM is responsible for keeping post orders accurate and up-to-date.• Recommendations for promotions or commendations are made by the APM and forwarded to the Project Manager/Chief of Security.• A current (continuously updated) operations manual for the site is maintained by the APM. This manual includes, but is not limited to, post orders, emergency phone numbers of clients, names and phone numbers of site qualified employees.• The APM takes charge and directs security personnel in any unusual or emergency situations requiring immediate and necessary action. In case of a dispute or difference of opinion between security officers, and/or supervisors, the APM will make the final decision.• The Project Manager/Chief of Security will be kept informed by the APM of all significant factors concerning security personnel at the site.• The APM maintains discipline with respect to familiarization of security officers with army personnel and with respect to attitude and personal problems of any officer that interferes with the proper and professional discharge of his or her duties.• Written reports are prepared by the APM for submission to the Project Manager/Chief of Security and designated army officials for all injuries involving security personnel assigned to the site. All reports concerning incidents compromising security such as thefts and break-ins, as well as all significant incidents involving security personnel will be submitted to the client's designee.• All reports (verbal and written) of apparent work deficiencies are investigated by the Project Manager/Chief of Security. This includes, but is not limited to, the failure to perform certain duties or activities. A written report of the findings will be submitted to the Project Manager/Chief of Security.• Prior to requesting termination or transferring an employee, the APM consults with the Project Manager/Chief of Security, or his designee, and submits a detailed written report with copies of all supporting documentation. Employee initiated requests for the APM must approve transfer.• The APM keeps the Project Manager/Chief of Security, or his designee, informed of his/her availability during other than normal business hours. This includes, but is not limited to, weekends, holidays, and vacations.• Upon becoming aware of any alleged or potential complaints of discrimination, sexual harassment or unfair labor practices, the APM will immediately notify the Project Manager/Chief of Security or his designee.• The APM will conduct unannounced inspections on all shifts in order to assess the officers’ performance.• The APM will develop a site-specific test with input from the client. Testing will provide quality assurances to determine an officer’s ability to retain information. Testing will be on going. • The APM will be available after hours by phone or pager to provide guidance to the working shift on site.• Required to follow all company personnel and safety policies, and perform all assigned duties in a safe work manner.• Other duties may be assigned.Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Education and/or Experience• Minimum of an AA degree in Criminal Justice, or a minimum of five (5) years experience in Federal, State or local law enforcement or similar physical security related employment.Certificates, Licenses, Registrations• U.S. Citizenship• Valid state drivers license • Previously fully commissioned by a local LEA. • Three (3) years of progressively responsible general experience gained in analytical decision making and administrative work and activities. • Three (3) years of law enforcement or security-related supervisory responsibility. • Knowledge of criminal law and traffic code regulations and legal applications relative to the state specific site. • Knowledge and/or experience in project management and business rules. Language SkillsAbility to read, analyze and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.The APM must have the ability to communicate effectively, in the English language, both in writing and verbally. Also, the APM must have the ability to influence people in a positive way.Mathematical SkillsAbility to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning AbilityAbility to define problems, collects data, establish facts and draw valid conclusions. Ability to interpret basic supervision policies and procedures, and be capable of making decisions affecting security at the assigned site.
