Applications Development

Job Tasks: Positions in this job family are primarily responsible (at varying degrees) for the analysis, design, implementation, and support of programmatic solutions. These solutions may include custom designed and developed applications or installed commercial applications. Architecture, design, and development of web applications are included. Incumbents at this level may plan, design, and analyze customer requests and requirements for the implementation, development, and/or support of application systems. Responsibilities:• Consults with Applications Development & Support—Level III to define system requirements, identify programming and output needs, and verify preliminary design and output of a limited scope. Writes documentation and educates customers/users in application functionality.• Recommends technical design and procedures for new or revised applications including flow charts, system specifications, and programming guidelines.• Analyzes current and new programming languages, documentation, hardware, and software to identify possible applications for computer systems.• Modifies and/or writes program code and/or job control languages as needed.• Documents system procedures and guidelines for users, as well as programs and program modifications.• Reviews and analyzes system problems including system documentation and production output to identify solutions and/or make appropriate referrals.• May provide functional and/or administrative supervision over assigned staff. Individual Characteristics:This classification is the second in a series of five levels within the Applications Development & Support job family. Incumbents respond to Applications Development & Support—Level III for new or modified systems that may involve planning, designing and analyzing programs, software, and hardware requirements. Work may involve multi-platform and intersystem relationships. Errors are limited to application function or logic. Abilities: Conceptual knowledge of databases used by the unit. Competency in one or more tools, operating systems and languages used by the unit. Demonstrated ability to write functional and technical specifications for complex integrated systems. Ability to present technical concepts to non-technical staff. Reports To:Direction is received from the Applications Development & Support Level III or above, or other departmental management. Education: A Bachelor’s degree in Computer Science or Management Information Systems and experience (typically 3-5 years) in applications development is necessary.
