Engineer II/III-Planning

This position is in the Wireless Current Planning department and will focus onproviding technical and financial/budgetary support to Alltel's RF Engineeringgroup. This position requires a great deal of interaction with other Wirelessgroups such as Long Range Planning, Project Engineering, Network Operations, andCapital Management. An Ideal candidate will have the opportunity to combinehis/her technical and financial knowledge (CapEx, OpEx, NPV, depreciation) inmaking network related decisions. Education and Experience: College degree inEngineering or a related field and 2-4 years professional level experience; or6+ years professional level related Engineering/Technical experience; or anequivalent combination of education and professional level relatedEngineering/Technical experience required. Principle responsibilities include:1. Review and provide technical support to the RF department for all capacityand quality cell site build plans. 2. Understand and use RF capacity forecastmodels and provide alternative solutions that create cost savings and defercapital resources prior to network exhaust. 3. Compile and enter budget lineitems into JBM/JDE systems during the yearly capital budget cycle. 4. Work withCapital Management and Property Accounting departments to provide direction andsupport on budgetary and financial issues as related to RF related concepts. 5.Work with Wireless Long Range Planning to understand Alltel's Wirelessstrategies and communicate this direction to other departments within theWireless organization. 6. Effective utilization of software tools such asMapInfo and Advanced Excel. 7. Accountable for the accuracy and timeliness ofreports and documentation. Ensures that consistent and efficient practices areadhered to. Identifies and resolves quality-related problems. Interacteffectively with peer departments to achieve results and meet goals. 8. Strongverbal and oral skills needed to provide executive level network configurationand budget presentations to Alltel's management team. Minimum Requirements: 1.Advanced understanding of Cellular Communications concepts and RF functionalityin the areas of CDMA IS-95/2000 and EV-DO, GSM, TDMA/AMPS, CDPD systems,frequency planning, CDMA spectrum bandwidth, etc. 2. Advanced knowledge ofwireless RF components, BTS, cell site and radio configuration on the variousBTS platforms. 3. Traffic engineering concepts such as traffic profiling,forecasting methodology. Statistical and Radio analysis concepts such asformulas used for monthly performance benchmark, etc. CDMA multiple carriersdeployment strategies. 4. Fundamental knowledge of wireless switchingcomponents, HLR/SHLR, intelligent peripherals. Interconnect components such asDS1, DS3, SS7, DTMF, Fiber, Copper, Microwave, etc. 5. Ability to track,prioritize and complete multiple projects simultaneously. DesiredQualifications: Current knowledge of the economical and technologicaldevelopments in the cellular industry. Ability to understand and incorporate newtechnologies such as CDMA, EV-DO, LTE, WiMAX, Mobile VoIP, IMS, etc. intoexisting engineering models. Ability to develop multiple best-cost solutions forproblem situations. Knowledge of software tools such as Map Info, Excel, VisualBasic, Mentor, Oracle & SQL. Education and Experience: College degree in Engineering or a related field and2-4 years professional level experience; or 6+ years professional level relatedEngineering/Technical experience; or an equivalent combination of education andprofessional level related Engineering/Technical experience required.
