Exciting TelecommunicationsInterconnect / Roaming EngineerOpportunityExpanding Wireless CompanyPosition Location:  San Diego, CA Area Prefer Local Candidates / no - minimal relocation assistance Needed Candidate Skill and QualificationsThis position deals with Preferred Roaming List (PRL) work as relating to wireless roaming.  Experience / understanding OTAPA (over the air provisioning administration Basic roaming troubleshooting (working with internal and external cross-functional groups) Understanding of how roaming works: basic SS7, IS-41 signaling concepts Good interpersonal skills to represent client at industry forums and build carrier relations. Good organization and attention to detail a must Solid Project Management Skills would be plus Bachelors degree desired (BS in technical or business field) 5+ years in wireless telecommunications, and /or 3 years management of LECs and CAP providers Responsibilities Manage and maintain existing roaming agreement and carrier relations. Develop and implement roaming agreements with domestic and International roaming partners from inception, rate negotiation and agreement development to testing, and network/billing implementation. Manage and maintain roaming PRLs for all markets. Analyze PRL structure to improve performance and accuracy there by improving customer experience and reducing cost. Coordinate OTAPA pushes to push PRLs to existing / new markets. Suggest and implement process improvements to minimize and shorten PRL push process. Monitor/analyze daily/monthly roaming traffic to detect and resolve anomalies. Research and resolve Clearinghouse rejects and returns and billing errors.
