Manager 4, Engineering-RF Principle Duties and Responsibilities Responsible for overall management of RF Performance/Design activities as it relates to the market wireless network. This includes, and is not limited to management of Performance activities for the market.  Develop methods and procedures for use by RF Performance personnel in accordance with national and regional engineering objectives.  Ensure team members comply with company policies and procedures.  Detailed Responsibilities Include Management of day- to-day planning activities, coordination and assistance in defining the coverage areas and corresponding quality needs of Sales and Marketing departments. Manage System Analysis & Problem Identification - Monitor and troubleshoot Nokia measuring programs, customer trouble tickets and drive test data to identify problem areas for defined zones. Cell Site Optimization - Manage the site optimization and development of optimization summaries for new cell sites and major system modifications. Weekly Network Performance Plan - Manage Performance team to develop a weekly network performance plan with Field and Switch Operations. Management of the preparation, submittal and approval of FCC documents to ensure sites are operational when needed. Manage Trouble Ticket Resolution/Publication - Timely resolution to the NOC and Customer Service for outstanding network performance trouble tickets. Performance Area Investigations - Manage Field investigation of sites defined by problem identifications for configuration verification. Manage Tools & Test Equipment - Manage Utilization of network performance tools and test equipment Manage, mentor and ensure career growth opportunities are supported and given to employees.  Qualifications Capable of directing and leading teams, empowering others and driving accountability.  Fosters teamwork and cross- functional cooperation in order to create a positive work environment.  Communicates clearly and concisely; resolves conflicts and manages sensitive situations effectively.  Demonstrates a solid track record of accomplishment in a fast- paced, technical and operations environment. BSEE or equivalent experience required. Minimum of 7 years Wireless telecommunications RF Engineering management experience or supervisory experience required.  Must have experience with Nokia BSS hardware and software infrastructure.  Background in design, performance and optimization methods of wireless systems including knowledge of antenna propagation theory, electromagnetic principles, and radio system design.  Proficiency with radio system planning tools required.  Proficiency in Radio Frequency Spectrum Planning is required.  Experience with Radio Network Performance tools & statistical analysis of network performance data is required.  Experience in vendor project management required.  Experience with GSM base platform preferred, excellent communication, interpersonal, and team development skills required.
