Manager (Manager/Supervisor of Staff) Company:   Level 3 Reference Code:   8500 Metrics and Performance Program Manager Requirements Overview:Level 3 Communications is seeking a well qualified Business Analyst (III) to join the Global Field Services - Performance Management team. This individual will be responsible for leading the Metrics / Operations Science program for GFS.The candidate must have a comprehensive understanding of the 5 core components of Performance Management: Process Design, Process Measurement, Process Analysis, Process Improvement and Process Optimization. The primary focus of this position will be on metrics development and analysis. The candidate must be self-motivated, resourceful, and able to maintain focus and discipline in a highly dynamic environment. The candidate must possess strong leadership and communications skills in addition to being able to work effectively across all layers of management in the organizational structure. Understanding the various needs of audience members and tailor the message to address their concerns. strong written communication skills are also critical * Self-motivated, initiative, and positive personality. * Displays leadership qualities, ability to manage individuals who work outside the core team in order to meet timelines and objectives. * Ability to translate business related data into value-added analysis and reports designed to give management the insight necessary to make sound business decisions. * Work closely with upstream business partners for the purpose of gathering and sharing data requirements based on current and potential business needs. * Work with downstream business owners for the purpose of understanding their data needs necessary for them to perform their functions in an efficient and informed manner. * Work with Process Development groups to understand business requirements and to represent the department to ensure that other groups understand possible system or data limitations. * Ability to comprehend and derive business & reporting solutions based upon database schemas * Ability to multitask and prioritize work. Being able to work on multiple projects simultaneously ensuring the requirements are met on time and work is high quality. Essential Functions: * Develop, maintain & support business report using Brio and other applications. * Perform data analysis to support business decisions. * Develop comprehensive reporting requirements and subsequent metrics in support of the business. * Lead internal partnership / business analysis meetings designed to drive process improvement in to the day to day activities. * Perform Root Cause" analysis on any areas where we see sub-par performance in the Field. Driving irreversible corrective action through the use of SIP (Services Improvement Plans). * Develop executive level presentations, scorecards and Business Review packages which display Field Services' performance and possible short comings. Qualifications:* Minimum 3+ years practical Operations Science experience * 4 year degree in Business, Computer Science or Industrial Engineering * MBA - Preferred * Telecommunications experience a plus * MS Suite - Work, Excel, PowerPoint and Project * Databases (Oracle & MS-Access): o Basic Design, Linkage, Front-End GUI for use manipulation * Data Warehouse (concepts) * Cubes - Construction and usage * Basic Programming - Java & SQL * Reporting: o OLAP Concepts and usage a must o Prior Hyperion (Brio) experience a plus * MS-Analysis Services #MAll qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin.
