Senior Manager of Costs and Access Tariffs

Job Summary:

 

This position manages all regulatory cost studies used to support the Company’s rates and revenues from regulated services.The Sr. Manager prepares and files all NECA and USAC reporting to support interstate access tariffs and federal universal service funding.  The candidate will also provide support for rate case and other tariff filings before the respective state Commissions.

 

 

Essential Duties and Responsibilities:Administration and maintenance of the Company’s state and interstate access tariffs. File annual interstate price cap tariffs.  Perform NECA and USAC reporting associated with federal price cap and universal service funding.  Coordinate with the Company’s Marketing organization to ensure that the tariffs offerings are consistent with the Company’s market goals and objectives, and assist in the planning and implementation of changes in product offerings as needed. Work closely with the state regulatory organizations to provide support for rate cases and other regulatory activities before the FCC and state regulatory commissions. Develop and defend TELRIC studies, Cost Separations Studies, developing State Revenue Requirements for state ratemaking purposes,

 

Additional Duties:Participates in the development and implementation of Company regulatory strategy at the state and federal levels.

·  Assists in the development and implementation of strategies to remove products and services from state and/or federal regulation where appropriate and consistent with other Company goals and objectives.

·  Other responsibilities as assigned.

 

Knowledge Skills and Abilities:

·  Detailed understanding of the telecommunications regulatory process at the state and federal levels.

·  Understanding of regulatory accounting principles, including detailed understanding of both rate-of-return and price cap regulation.

·  Capable of design and implementation of cost support for interconnection agreement negotiations, state tariff support and fully distributed costs used for NECA settlements.

·  Understanding of telecommunications products and services.

·  Ability to manage and motivate people for the achievement of Company goals.

·  Ability to think creatively and develop effective strategies for implementing changes in the regulatory environment.

 

Education/Experience: Must have Masters degree in Business, Finance, Marketing or Engineering, or equivalent work experience. Minimum of 15 years of progressive experience in regulatory operations in the federal and/or state jurisdictions, RBOC experience preferred but not required.
