Job Description Spectrum Manager p { font-size: 11px; font-family: Arial, Helvetica, sans-serif; line-height: 12px; } Responsibilities - Direct the Advanced Wireless Services (AWS) spectrum clearing activities to ensure that VZW'sAWS deployments can operate interference free with 2.1 GHz and 1.7 GHz incumbents by the required in-service date and within the allocated budget.- Align the PCS Implementation and AWS Spectrum Clearing team's priorities with those of the overall company and Network Operations Support.- Negotiate microwave relocation agreements for VZW's 2.1 GHz microwave paths as requested by other AWS licensees.- Negotiate spectrum clearing agreements with 2.1 GHz commercial point-to-point microwave incumbents and Broadband Radio Services (BRS) incumbents in accordance with legal and regulatory requirements to support VZW's AWS deployment needs.- Oversee the spectrum migration of the federal government agencies' 1.7 GHz facilities.- Prepare and manage the AWS spectrum clearing plans including scheduling, tracking and reporting project status for executive management. - Develop the budgetary cost forecasts for all spectrum clearing efforts, manage the ongoing actual expenditures and provide reports on these financials as part of the spectrum clearing project plan. - Ensure compliance with the FCC mandated cost sharing processes and procedures for PCS and AWS licensees to ensure VZW receives proper compensation for relocations that benefit other PCS and AWS licensees.- Support VZW's business development team by conducting microwave interference studies and cost sharing analyses for potential acquisitions that affect spectrum use (such as, PCS license(s) acquisitions).- Responsible for oversight of Area and Regional PCS implementation and build-out efforts. Ensure that all PCS markets meet FCC regulatory filing obligations for Substantial Service Requirements (SSR) license renewals, as well as any five (5) year or ten (10) year construction filing due dates for 2008 and beyond. p { font-size: 11px; font-family: Arial, Helvetica, sans-serif; line-height: 12px; } Qualifications - BA or BS, preferably in Engineering.- At least 10 years experience in the wireless industry which includes an emphasis on regulatory or regulatory law (minimum 5 years management experience and wireless regulatory experience).- Advanced skills and experience in working with federal regulatory agencies, especially with the Federal Communications Commission (FCC). - Strong knowledge of RF design and microwave engineering. - Demonstrated experience in successfully negotiating contracts.- Demonstrated experience in reading and interpreting legal contracts and documents. - Must possess superior critical thinking skills and innovative approaches to problem solving.
