Summary:

 Serves as primary focal point and Subject Matter Expert (SME) to the Government for engineering activities for a regional, multi-service optical network. Leads the development, evaluation and implementation of new and innovative principles, processes and applications.  Creates technical vision, builds team consensus among stakeholders and uses persuasive oral and written communications to foster evolution of the network.  Provides expert engineering guidance in transport networks, including DWDM, SONET, and Ethernet transport. Identifies opportunities presented by new technologies / features / capabilities, validates optical topologies and architectures, selects and integrates new equipment, develops and documents engineering guidelines, validates methods and procedures, provides expert guidance when installation or operations challenges are encountered, maintains techniques for safeguarding the network through information security.  Acts as primary consultant to leadership detailing the technical requirements and specifications necessary to obtain solutions. Supervise 2-3 lead engineers responsible for program design/architecture planning, provisioning, metric analysis and reporting.

 

Requirements/Responsibilities:

 

Provide expert technical engineering guidance to the program in the following areas:Network Development (design and installation) Operations and maintenance (O&M) Network Management and Performance Test and acceptance for selection of equipment, deployment of new network elements, and establishment of new circuits/routes/networks New technology selection and insertion Configuration Management and Control Quality Assurance(QA) and Control(QC) Program Planning (policies and procedures) Customer support, business case analysis, proposal development, master schedule, network architecture and security. Must have hands-on and engineering management experience for all aspects of regional fiber-optic networks, including SONET and DWDM equipment and optical fiber engineering and planning.  Hands-on experience must include all aspects of optical network testing, including all aspects of fiber optic characterization. Knowledge of Ciena and Cisco transport optical networking equipment required; knowledge of Lucent and Nortel optical networking equipment is desirable. Knowledge of Cisco Ethernet equipment desirable. Experience with metro optical Ethernet networks is desired. Must have demonstrated application of advanced engineering and network principles, theories, concepts and technologies to solve unusually complex problems and issues.

 

 

Qualifications:

 Cisco 15454 & 15600 engineering, design, and implementation experience Masters degree in Engineering, a related field or equivalent experience. At least 12 years applicable engineering design experience. Minimum 5 years supervisory experience preferred   Minimum of 8 yrs and preferably 10 years of relevant telecommunications engineering experience. Must have excellent verbal and written communications skills. Samples of written works and presentations must be provided. Public publication and presentation in appropriate technical forums preferred. Must be able to work on customer sites and be available without prior notice for customer meetings within two hours. Must have a clean driving record. Must possess and be able to maintain TS clearance with SSBI.

 

Certifications Desirable:ITIL  Foundations CCNP/CCSP/CCIE
