GENERAL SUMMARY:
Conducts and administers procurements to meet the recurring needs of DART for a wide variety of construction, professional services, goods, services and rail related projects. Manages contracts ranging from $25,000 up to $200,000,000.
ESSENTIAL DUTIES AND RESPONSIBILITIES:Coordinates system procurements requiring multiple solicitations with responses for plans, schedules, and negotiation strategies. Prepares and develops pre-contract planning including clarification of requirements, specifications and schedules for DARTs most complex procurements. Analyzes requirements and selects contract type including terms and conditions. Coordinates with other DART functional areas to facilitate procurements. Develops solicitations in accordance with DARTs Procurement Regulations and Procedures Manual and other requirements of Federal, State, and local laws. Conducts pre-bid/pre-proposal conferences with suppliers. Conducts bid openings, reviews and evaluates bids and/or offers in coordination with departmental technical representatives. Maintains liaison with DART and technical department or with industry contacts. May act as an official spokesperson regarding contract matters for DART. Plans and conducts negotiations and serves as the negotiation team leader for assigned procurements. Prepares contract documents and coordinates award of contract. Makes recommendation for award/no award of contracts. Maintains responsibility for the development of pre-negotiation position, when appropriate, serves as chairperson on the technical evaluation of proposals and plans. Controls discussions with offerors and documents all discussions. Manages contract administration from inception through final closeout which includes: Monitors the contractor activities to ensure compliance with the provisions of the contract. Acts as liaison with the contractor and the DART technical staff. Approves payments, contract interpretation, resolution of dispute; modifications and change-order actions as necessary. Maintains complete files and current contract status. Initiates default or termination actions or institutes negotiation procedures. Closes out contracts including obtaining appropriate releases, acceptance certificates, warranties and disposition of retained payments. Performs self-audits as assigned for contract and solicitation files. Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.Bachelors degree from an accredited college or university in Business Administration, Government Affairs or related field in order to obtain a knowledge public bidding and government contracting procedures and techniques. Four (4) years progressively responsible experience in contracting procedures, procurement regulations and negotiating techniques. Pass Department of Transportation (DOT) physical (medical) examination, which includes a drug and alcohol screen to operate DART non-revenue vehicles. High level of analytical ability to find solutions to complex technical, financial, legal, interpersonal and administrative problems. Substantial interpersonal skill to effectively communicate with all levels of employees, contractors, vendors, government entities and public. Mental/visual ability to read complex technical materials such as contract documents, and concentrate on details when preparing solicitations and contracts. Proficient using (PC) and software applications.

Reports to SR MGR PROCUREMENT *
WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
