Position scope
The External Web Developer creates interactive, front-end Web content for Sound Transit’s public Web site. The position is also responsible for installing, testing and maintaining applications on the server side to support the agency’s external Web site.  The External Web Developer is part of the Corporate Communications Office and reports to the Marketing Manager. In addition, the Web Developer works closely with the agency’s Information Technology Division to coordinate the best approaches for maintaining and improving the agency’s Web site.

Essential Functions and Job Duties:

• Use your Web development, scripting language and site file organization skills to assure the quality of Sound Transit’s public Web site (www.soundtransit.org). This includes ongoing site maintenance, organization and evaluation of opportunities to optimize the site for use by Sound Transit customers.

• Pro-actively work to enhance site content and features to improve its usefulness to visitors with diverse needs and interests.

• Develop new Web functions as needed and provide technical support and guidance to produce multimedia and interactive Web content.

• Work with Sound Transit’s IT/IS division and vendors to maximize the efficiency and use of the agency’s XML-based Content Management System.

• Coordinate with the agency’s IT/IS staff and work with Corporate Communications’ Web Producer to initiate and deliver Web projects on time, within budget and in line with the agency’s overall communications strategy.

• Serve as a resource for all of the agency’s departments in support of Web initiatives.

• Monitor quality control of Web functions and operations.

• Work with Corporate Communications’ Web Producer to develop Sound Transit Web policy guidelines and best practices, including design and technology standards.

• Work with, and manage, vendors who provide functionality for www.soundtransit.org to deliver Web projects on time and on budget.

Knowledge, Skills and Abilities:
(A combination of education and related experience may substitute for education requirements)

An Associate’s degree from an accredited college or university with major course work in programming, communications or a closely related discipline with emphasis in Web development.

3+ years directly related experience in Web development/management is required. Project management experience a plus.

Proficient in one or more scripting languages (PHP, ColdFusion or ASP/ASP.NET); XML/XSLT; SQL; Flash and Action Script.

Knowledge of content management systems and best practices, including specific experience implementing and/or using commercial content management systems.

Extensive knowledge of online services and the Web.

Expert knowledge of HTML, CSS and JavaScript.

Working knowledge of IIS and Apache.

Good communication skills, able to quickly convey a concept to those in non-technical positions, and make decisions based upon the agency’s objectives.

Experience developing, scripting and testing HTML.

Experience with or knowledge of section 508 guidelines in producing accessible Web content.

Extensive experience building and publishing Web pages, producing prototypes of new features and developing new products with key stakeholders.

Experience with Web site security (db injection attacks, etc).

Knowledge of Web metrics analysis tools such as Hitbox for site metrics reporting.

Knowledge of and 3+ years experience with relevant programming languages (ASP,.Net, HTML, XML, JavaScript, PHP) plus knowledge of multiple authoring environments for all interactive platforms.

Solid expertise with Macromedia DreamWeaver, as well as the ability to "hand code" necessary solutions is required.

Experience developing mid- to large-scale e-commerce or public agency Web site projects is desirable.

Knowledge of Ajax, JSON and video streaming technologies is desirable.

Strong organizational and problem-solving skills plus strong interpersonal and communication skills.

Must have a valid Washington State driver's license.
