Human Resources Manager
JOB PURPOSE AND REPORTING STRUCTURE: Under the direction of the Managing Director, Human Resources, the Human Resources Manager carries out policies relating to all phases of personnel activity. Responsible for the field strategic human resource planning, policies and programs covering employee relations, recruiting and retention, and compliance with all applicable federal, state and local laws. Human Resources Manager will be directly involved in recruiting, interviewing, testing, and referring applicants for corporate positions and field senior management positions. Possesses a considerable skill in interviewing techniques, a basic understanding of the Company's organizational structure as well as an extensive knowledge of personnel policies and procedures and federal and state laws regarding employment practice. Human Resources Manager is involved in ad hoc projects in other human resources functional areas. Ensures compliance with all applicable federal, state and local laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Manage recruitment and hiring efforts for all exempt, nonexempt and hourly personnel, interns, and temporary employees. Develop staffing strategies and implement plans and programs to identify talent within and outside the corporation. Identify effective external sources for candidates for all levels within the company.
Establish and maintain relationships with employment agencies and advertising agencies.
Work directly with managers in the field to assist them in carrying out their responsibilities on personnel matters.
Consult with legal counsel as appropriate.
Manage Human Resources Department staff of eight Human Resources Representatives.
Provide technical advice and knowledge to others within the human resources discipline.
Deliver the new hire orientation program to corporate employees.
Prepare, recommend, and maintain records, forms and procedures for controlling personnel transactions and reporting personnel data.
Participate on committees and special projects.
Collaborate with human resources staff throughout the FedEx company.
Maintain current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
Ensure organizational compliance with all local, state and federal regulatory agencies. Promote affirmative action and equal employment opportunity.
Ensure compliance with all safety and work rules and regulations. Ensure the maintenance of departmental housekeeping standards.
Responsible for related clerical aspects of human resources functions, such as completing the new hire, employment, and insurance forms.
Maintain Human Resource Information System records and compile reports from database.
Maintain records, reports, and logs to conform to EEO regulations and the Affirmative Action Plan.
Ensure the completion of all required paperwork, records, documents, etc.
Perform other related duties as required and assigned.
MARGINAL JOB FUNCTIONS: Assist in development and implementation of personnel policies and procedures. Participate in developing department goals, objectives, and systems. Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
SUPERVISORY RESPONSIBILITIES: Manages a staff of field Human Resources Representatives.

EDUCATION and/or EXPERIENCE: Requires a bachelor's degree in a job-related major and 3 to 5 years of related experience. Requires 2 years of previous Human Resources management experience. A master’s degree is preferred.
Strong knowledge of employment law and pertinent government regulations and requirements. SPHR or PHR certification by the Human Resource Certification Institute (HRCI)is desired.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, and technical procedures. Ability to prepare reports, business correspondence. Ability to effectively present information and respond to questions from groups of managers and other employees of the organization. Fluency in Spanish is preferred.
MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as proportions, percentages, and volume. Ability to apply concepts of basic algebra.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES: Requires the ability to operate a variety of standard business machines, such as a computer and the job related software, a keyboard, calculator, telephone, FAX, photocopier, etc.
Strong personal computer skills including data download and manipulation, word processing, spreadsheet, database, and graphic / presentation software use.
Strong communication, problem solving, analysis and follow up / follow through skills.
Ability to work independently, show initiative, marshal resources, and maintain confidential information. Occasional overnight travel required.
