Project/Implementation Manager
Position Description:
Primary Objective:
Execute an effective travel and expense management program with components of a large-sized Federal Agency. Apply travel and expense management capabilities available through an ASP-based application in support of reengineered agency business processes. Work with stakeholders and key program implementers to standardize agency travel and expense management processes and develop system acceptance by end users.
Key Accountabilities:
- Plans, leads and monitors overall project to deliver results to achieve specified objectives.
- Establishes positive and productive relationships with key agency personnel and the end user community.
- Effectively manages agency expectations IAW ASP-based service capabilities and governing contract and task orders.
- Develops and maintains application expertise to effectively present system capabilities, assists in the resolution of agency issues, and fulfills agency travel and expense management needs.
- Develops and maintains a project plan that identifies key tasks and their interrelationships through a Work Breakdown Structure. Continuously updates project plan to assess work completed.
- Maintains positive communications with the client. Schedules and participates in regularly scheduled meetings and involves key team members in these meetings. Leads communication with the client agency migration team and efficiently employs team resources in client meetings.
- Assists the Client Migration Team in promoting the E2 Solutions product and positively influencing the organizational change management process to persuade the client agency to adopt best practice and fully leverage ASP-service capabilities.
- Assumes leadership role in developing business process definitions and flows to ensure the processes adopted capitalize on the ASP-service capabilities.
- Formulates and executes a stakeholder management strategy to develop achievable goals and objectives for the agency travel and expense management program.
- Coordinates with the bureau leads to ensure collection and quality control of organizational and user information in support of E2 Solutions Production Setup.
- Works with bureau leads to conduct kickoff meetings, demonstrate E2 Solutions demonstrations, and organize regional deployments.
- Develops communication plan and ensures that all stakeholders are engaged and committed to the project. Provides regular reports to management on status of project deliverables, milestones and costs.
- Ensures timely delivery of quality deliverables in accordance with the client agency task order. Ensures deliverables provide value added that differentiate CWTSatoTravel from its competitors.
- Forecasts annual voucher demand on a monthly basis and adjusts forecasts on a quarterly basis. Reports and analyzes actual versus planned voucher and revenue activity, and develops and executes corrective actions
Position Requirements:
Qualifications:
- Requires Bachelor's degree in project management, accounting, transportation management, information systems or computer science or related fields, or equivalent functional or technical work experience.
- Project Management Professional (PMP) Certification preferred.
- Microsoft Project proficiency.
- Requires 10 or more years work experience in similar position or having equivalent kind of skills experience.
- Government Agency Background Check or Clearance required.
Experience:
- Experience in managing large, complex technology projects.
- Experience in implementing travel and expense management projects.
- Working knowledge of federal travel regulations (i.e. FTR, JFTR) and related policies.
- Ability to communicate effectively with management and technical professionals on technical and business issues.
- Proven record in implementing effective medium to large scale stakeholder and change management programs.
- Adaptive to changing business needs and the ability to work in a variety of different business situations.
- Superior verbal, presentation, and written communication skills; effective interpersonal and negotiation skills.
