Position Description:

Conducts business process analyses, needs assessments, and preliminary cost/benefits analyses in an effort to align information technology solutions with business initiatives in accordance with department and PSC policies, practices and procedures.PRINCIPAL DUTIES AND RESPONSIBILITIES:* Identifies opportunities for business process improvement and researches enabling technologies based on customer requirements.* Manage small to mid-size projects and enhancements.* Supports development of cross-line business solutions that combine knowledge of particular business processes and issues, general technological options, and process facilitation techniques.* Supports user acceptance testing by validating testing scenarios and ensuring all required testing is completed prior to production migration. * Develops process and data analysis and documentation* Develops functional specifications documents.* Facilitates communication with developers to ensure that customer requirements are translated to design specifications and appropriate testing efforts * Participates in process improvement activities and metrics* Adheres to standards, processes, guidelines and procedures including Sarbanes-Oxley Change Management standards* Application end-user training, including the development of end-user documentation* Produces test plans/scripts, conduct system testing, and coordinate user acceptance testing activities* Works with the business functional areas to research and identify the best solution to support the most efficient business processes * Where appropriate, performs application setup and configuration in support of the implementation of new modules or the addition of new functionality* Provides 3rd tier support to the business users as needed* Performs other duties as assigned.MEASURES OF PERFORMANCE:* Productivity* Quality* Team PlayerEDUCATION/CREDENTIALS:* Undergraduate degree in information technology,computer science or computer engineering or related field of studyJOB RELATED EXPERIENCE:* 3 – 5 years IT business analyst experience * "Experience with Oracle projects from a Project Manager or Business Analyst prespective is a PLUS" * Oracle Financials experience is a PLUS DEMONSTRATED KNOWLEDGE, SKILLS AND ABILITIES:* Developed ability to understand business needs and clearly document business and functional requirements, including business processes and workflow using standard diagramming techniques such as flowcharts* Developed ability to communicate functional requirements to the developers and facilitate the development of solutions* Developed strategic and analytical thinking skills* Well-developed attention to detail* Well-developed Inter-personal and Communication skills* Developed ability to work independently and within a team environment* Developed ability to multi-task and handle ambiguity* Deadline-oriented, highly disciplined and can self-manage* Intermediate to advanced level with Microsoft Office Suite-particularly Excel, Access, Word, Visio* Track record of successful systems implementations involving implementation of new technologies and processes* Developed strategic business acumen * Developed ability to translate business acumen into actionable plans* Developed people management and development abilities* Developed technical writing and verbal communication skills* Effective communication skills with all levels of management * Developed planning and organization skills* Developed ability to prioritize to meet multiple deadlines* Developed ability to operate in an ambiguous environment* Developed analytical skills* Well-developed leadership abilities* Developed ability to build positive relationships and handle conflict resolution
